REGULAR SESSION
1.1 CALL TO ORDER: Chair Gladson called the meeting to order at 7:00 p.m.
1.2 FLAG SALUTE: Commissioner Glasgow led the flag salute.
1.3 ROLL CALL: Commissioner Willits was absent. All other Commissioners were present.
1.4 PUBLIC PARTICIPATION: None
1.5 CONTINUED OR WITHDRAWN ITEMS: None
1.6 PLANNING MANAGER REPORTS: Ms. Roseberry informed the Commission
about 3 upcoming study sessions. The subjects will include CEQA 101, to be held in
July; Preservation in Orange, to be held in September; and Alcohol review, to be held in
October. The study sessions would begin at 6:00 p.m. prior to the regularly scheduled
Planning Commission meetings.

2.1 APPROVAL OF MINUTES FROM THE REGULARLY SCHEDULED

3. COMMISSION BUSINESS:
3.1 DESIGN REVIEW NO. 4771-14 — BONHAM ACCESSORY SECOND UNIT
The applicant proposes to construct a 605 square foot accessory second unit and 441
square foot two car garage behind an existing single family residence in the Old Towne
Historic District. The single family residence is a contributor to the Historic District.
The project includes demolition of a 390 square foot, non - contributing studio at the rear
of the property. Because the proposal includes construction of a new unit on the lot,
final approval by the Planning Commission is required.
LOCATION: 428 SOUTH PIXLEY STREET
NOTE: The proposed project is categorically exempt from the provisions
of the California Environmental Quality Act (CEQA) per State
CEQA Guidelines 15331 (Historical Resource
Restoration/Rehabilitation) because the project is limited to
construction of an accessory second unit and a garage on a
property already developed within a single family residence, in
conformance with the Secretary of the Interior's Standards for the
Treatment of Historic Properties and with the Old Towne Design
Standards.
RECOMMENDED ACTION:
Adopt Planning Commission Resolution 08 -16 approving the
construction of an accessory second unit and two car garage in the
Old Towne Historic District.
Discussion: Marissa Moshier, Associate Planner- Historic Preservation, presented a
project overview consistent with the staff report.
The Commission confirmed with staff that the project did not require a variance for
parking and that there were no current plans to remove the stucco from the existing
residence.
The applicant who was present for the project was Jon Califf, architect for the applicant.
He explained that the studio being demolished was built years ago, probably without a
permit, and was falling apart.
Public Hearing was opened.

The Commission voiced concern with the overdevelopment of the Old Towne District
but noted the project was allowed by zoning and the proposal was nicely done.
Motion was made to adopt Planning Commission Resolution 08 -16 approving
Design Review No. 4771 -14 for the construction of an accessory second unit and
two car garage on property located at 428 South Pixley Street in the Old Towne
Historic District, noting the item was categorically exempt from CEQA:

4. NEW HEARING:
4.1 MJSP 787 -14; DRC 4761 -14; & ENV 1838 -14 — KOLL CENTER PARKING
STRUCTURE #2
The applicant proposes to construct a new two story, three level parking structure on an
existing surface parking lot. This property is located within the Koll Center Orange
commercial center.
LOCATION: 420 N. STATE COLLEGE BLVD.
NOTE: The proposed project is subject to environmental review per the
provisions of the California Environmental Quality Act (CEQA).
Mitigated Negative Declaration No. 1838 -14 has been prepared for
this project and is provided for the Planning Commission's review
and consideration.
RECOMMENDED ACTION:
Adopt Planning Commission Resolution 07 -16 approving the
construction of a 107,350 square foot parking structure and
surface lot with 374 parking spaces.
Discussion: Kelly Ribuffo, Associate Planner, presented a project overview consistent
with the staff report.
The Commission questioned staff if this site had been identified for new housing
because it was zoned urban mixed use and Ms. Ribuffo stated it was not a focus area for
housing. The Commission noted it was unusual for a property owner to ask for more
parking than the code required.
The applicant who was present for the project was Parke Miller from Lincoln Property
Company. He explained that the partnership purchased the property in 2014 and the
office has always had limited parking.
The Commission asked the applicant about the possible disruption to the clients in the
immediate area. Mr. Miller explained that they have made an agreement with UCI to
use the adjacent parcel for overflow parking during construction.
The Commission also questioned the applicant and staff about the use of drought tolerant
landscaping, if there was a requirement for using reclaimed water, if there was any
thought to using video surveillance, and if the adjacent property south of Anaheim Street
and I5 had any plans for expansion.

environmental review per the provisions of CEQA:
