SUBJECT Approval of "NO FEE" parking permits in Municipal Parking Lot No. 2 on S. Orange St. for the Assistance League of Orange (10 permits), and the First United Methodist Church (2 permits). 2. SUMMARY The Assistance League of Orange and First United Methodist Church are requesting issuance of "NO FEE" parking permits to accommodate their charitable medical and community activities. This request is reviewed annually by the City Council. 3. RECOMMENDED ACTION Approve the request and issue the parking permits to be valid from July 1, 2016 through December 31, 2016; and also from January 1, 2017 through June 30, 2017. 4. FISCAL IMPACT Loss of $4,320 parking permit fees. 5. STRATEGIC PLAN GOAL(S) 3.e. DISCUSSION and BACKGROUND The cost of parking permits for the Municipal Parking Lots is $30 a month. Waiver of the permit costs for 12 permits will result in a loss of $4,320 annually. It should be noted that the fees generated by the permits go to the Old Towne Parking Facility account that provides for municipal parking lot maintenance. In 1991 the Assistance League first contacted the City requesting a waiver of the fee for parking permits for use in Municipal Parking Lot No. 2. These are non -profit organizations and contribute significantly to the community (as described in their attached letters of request). None of the organizations have their own on -site parking and their charitable medical and community activities require most of their discretionary funds. For those reasons, the City Council has, in prior years, found substantial community benefits and has traditionally waived the fees for the "Permit Parking" passes for these organizations. The Assistance League receives 10 passes per year. The First United Methodist Church has requested 2 passes. The City's Police Department is responsible for administering these permits. The 12 parking stalls that would be used by the Assistance League and the First United Methodist Church are located in the City's S. Orange St. Municipal Parking Lot No. 2. It is staff's recommendation that the City Council approve issuance of the "NO FEE" permits. This approval should be subject to annual review. 8.
