1. SUBJECT
Award of Consultant Services Agreement to KOA Corporation for Engineering Design Services
for the Fire Station 2 Street Improvements Project (SP- 3951).
1 2. SUMMARY
This contract authorizes KOA Corporation to perform design engineering services for preparing a
bid schedule, plans, contract specifications, and a traffic study for the Fire Station 2 Street
Improvements Project.
3. RECOMMENDED ACTION
Award the contract in the amount of $58,865 to KOA Corporation and authorize the Mayor and
City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
Funds are budgeted and available in the following account:
560.3021.56015.20107 (Fire Station 2) $ 200,000

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 3.0: Ensure adequate maintenance of public rights -of -way to enhance
public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -of-
way.
7. DISCUSSION and BACKGROUND
A new fire apparatus bay /building is being proposed on the east side of Fire Station 2 located at
2900 E. Collins Avenue just west of Wanda Road. The new building will require new driveways,
modifications of the existing traffic signal, relocation of a catch basin and utilities, and other onsite
improvements. Due to the close proximity with the intersection of Collins Avenue and Wanda
Road, striping will also be modified. The design of the building plans will be prepared by others.
The Consultant will also prepare a traffic study to analyze existing conditions and up to three
proposed alternative conditions. The analysis will be used to evaluate the intersection operation of
Collins Avenue and Wanda Road and the ingress and egress configuration for the project site.
Water facilities and a storage tank are located on the project site. The Santiago Creek Bike Trail is
next to the east side of Fire Station 2.
Once an alternative is selected, the Consultant will proceed with the preparation of plans and
specifications of the street improvements and signal modifications.
City staff requested proposals from four qualified engineering firms for the preparation of the
traffic study, plans, estimates, and specifications. Three proposals were received, evaluated, and
ranked as follows:
1) KOA Corporation
2) Civil Works
3) CivilSource
KOA Corporation has successfully completed many projects for the City of Orange with high
quality and professional standards. Staff recommends awarding a contract to KOA Corporation.
The cost proposal based on the RFP requirements is $58,865.
