Award of Consultant Services Agreement to MTGL, Inc., for Construction Inspection Services for
the Irvine Company Santiago Hills II development.
2. SUMMARY
This contract authorizes MTGL to perform construction inspection services on the Irvine
Company's Santiago Hills II (SH II) development.
3. RECOMMENDED ACTION
Award a contract to MTGL and authorize the Mayor and City Clerk to execute on behalf of the
City.
4. FISCAL IMPACT
While there is no fiscal impact to the City, costs will be tracked in the following accounts and
reimbursed by the Irvine Company:

6. GENERAL PLAN IMPLEMENTATION
Land Use Element Goal 1.0: Meet the present and future needs of all residential and business
sectors with a diverse and balanced mix of land uses.
Policy l.l: Maintain a land use structure that balances jobs and housing with available
infrastructure and public and human services.
Policy 1.2: Balance economic gains from new development while preserving the character and
densities of residential neighborhoods.
Policy 1.3: Provide a range of housing densities and types to meet the diverse needs and lifestyles
of residents.
Policy IA: Ensure that new development reflects existing design standards, qualities, and features
that are in context with nearby development.
7. DISCUSSION and BACKGROUND
The Irvine Company is currently processing an updated entitlement plan for the Santiago Hills II
project. Should entitlements be received, the Irvine Company Santiago Hills 11 development is
anticipated to start this summer. Phase one of this project will require mass grading resulting in
the earthwork of three million cubic yards of soil to prepare the site for the proposed development.
As the permitting agency, the City needs to exercise quality control and field inspections to insure
compliance with the approved grading plans and permit conditions. This will require daily
monitoring, documenting and record keeping on the progress of work. The Public Works
Department's inspection services staffing level and current workload does not allow for an
inspector to be assigned to this project on a full time basis.
In anticipation of the start of the mass grading, staff requested proposals from three qualified
inspection and material testing firms with good prior work experience with the City. Two proposals
were received from MTGL and Heider Inspection Group, while Civil Works declined to propose.
The two proposals were evaluated, and ranked. Staff recommends awarding the inspections and
material testing services contract to MTGL because of the firm's vast experience with these types
of inspections and testing. MTGL assigned a very experienced grading inspector for this project
and also employs an adequate number of qualified inspectors who can respond to the City's
inspection needs on a short notice.
The estimated cost of the inspection services by MTGL is $55,000 but payments will be made
according to actual hours spent on the job. This inspection service cost will be borne by the Irvine
Company.
