SR - - APPROPRIATION OIL PAYMENT PROGRAM1. SUBJECT Appropriation of designated grant funding received from the California Department of Resources Recycling and Recovery (CalRecycle) for the Oil Payment Program, Cycle 6. 2. SUMMARY Based on a grant funding agreement with CalRecycle, the Public Works Department receives an annual allocation of per- capita grant funds. The agreement requires the City to utilize the funds towards activities related to the collection and recovery of used motor oil. The funds may also be used to support local public education endeavors associated with the used motor oil collection. 3. RECOMMENDED ACTION 1. Accept into the City's revenue budget $38,547 in grant funding from CalRecycle and appropriate to the following revenue account number: 220.5022.45290.20310 Oil Payment Program Cycle 6 15 -16 $38,547 2. Authorize the appropriation of $38,547 into the following expenditure account numbers: 220.5022.50002.20310 Oil Payment Prg. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 2.0 Reduce the amount of waste material entering regional landfills with an efficient and innovative waste management program. Policy 2.1: Provide sufficient levels of solid waste service throughout the community. 7. DISCUSSION and BACKGROUND The City participates in CalRecycle's Oil Payment Program (OPP). An annual application is required from the City, and funds are dispersed by CalRecycle to the City on a per- capita basis. The grant funds identified are for Fiscal Year 15 -16, and the City has until June 30, 2017 to expend the OPP Cycle 6 funding. Oil Payment Program The City has been the recipient of CalRecycle OPP grant funding since 1994. Over the last two decades, the City has utilized the funding to deliver its residents services such as the provision of convenient collection locations for used oil, development of incentives and promotional programs to recycle used oil, and the dissemination of public education programs related to the recycling of used oil. A portion of the funds will also be used for local business support and staffing costs. 8. ATTACHMENTS None.
