1. SUBJECT
A Resolution of the City Council of the City of Orange rescinding Resolution No. 10802, and
adopting a Revised Master Resolution of Permit Parking Areas within the City of Orange,
Resolution No. 10927.
2. SUMMARY
A request has been initiated by residents on Santa Maria St. who feel permit parking presents an
undue inconvenience, and do not consider parking on their street by Peters Canyon Regional Park
users a significant issue. Therefore the residents are requesting to be removed from the permit
parking program Area "R ".
3. RECOMMENDED ACTION
Approve Resolution No. 10927.

Circulation & Mobility Goal 1.0 Provide a safe, efficient, and comprehensive circulation
system that serves local needs, meets forecasted demands, and sustains quality of life in
neighborhoods.
Policy 1.3: Consider various methods to increase safety on City arterials and neighborhood
streets, including landscaping, provision of bike /transit lanes, and consideration of traffic
calming on neighborhood streets in accordance with the City's Neighborhood Residential Traffic
Management Program.
7. DISCUSSION and BACKGROUND
Ms. Shelly Ducker of Santa Maria St., and Mr. Dennis Shintani of Salinas Ct., residents within
the residential community located across the street from Peters Canyon Regional Park, are
requesting the removal of Santa Maria Street from permit parking Area "R ". The basis for the
request is after the implementation of the permit parking for over three and a half years, the
residents feel the program is causing significant inconveniences. They don't agree that their
street is significantly impacted by the Peters Canyon users.
Area "R" was approved by the City Council through adoption of Resolution No. 10664 in June
2012. At that time, Council directed staff to re- evaluate the issue and report back on a parking
permit program for Area "R ".
In November 2012, staff reported back to the City Council the status of Peters Canyon
improvements by the County of Orange, the possibility of installing on- street parking on Skylark,
and residents' concerns on the implementation of the parking permit program. Several area
residents spoke and requested their streets /street segments be removed from the program. The
City Council moved to receive and file the report, and directed staff to assist the residents in the
removal from permit parking per program guidelines.
On June 11, 2013 Salinas Ct., Santa Cruz Ave., and a segment of San Luis Dr. from Santa Cruz
Ave. to the end of the cul -de -sac, were removed from parking permit Area "R" through adoption
of Resolution No. 10718. Santa Maria St. did not have the required 55% in favor of removal,
and remained in the parking permit program.
In April 2014, the City Council approved changes to the policies, procedures, and guidelines of
the parking permit program. Among the changes is the requirement to have at least 75% of all
affected residents in favor of removal from permit parking.
In December 2015, Mr. Shintani contacted Public Works inquiring about the process for
removing Santa Maria St. from the parking permit program. The process for removal of the
permit parking is similar to the implementation of the program. Staff provided the petition
letters to Mr. Shintani with instructions to make a good faith effort to contact all the addresses on
the petition. The completed petitions were returned to the Traffic Engineering Division by the

proponents and are attached to this report. These petitions have been counted in the polling for
Santa Maria Street.

As stated, there must be a minimum 75% majority of the affected residents in favor of removal
from the parking permit program. Santa Maria St., with 80% in favor, exceeds the minimum
requirements for the removal from the permit parking program.
At the March 9, 2016 meeting, City Traffic Commission approved the request to remove both
sides of Santa Maria St. between Santa Cruz Ave. and San Luis Dr. from the Neighborhood
Parking Permit Program Area "R ". The request is now presented to the City Council for final
approval though Resolution 10927. San Luis Dr. between Santa Cruz Ave. and Santa Maria St.
remains in the Neighborhood Parking Permit Program. Any vehicle parked in the area without a
permit will be cited, whether they live in the neighborhood or not.
Staff will initiate the removal process by contacting each property owner and requesting the
return of the parking permits, a process that is generally complete within 30 days. Staff will
remove the parking permit signs after the Police Department has confirmed all the permits in the
affected area have been returned.
The proponent and all residents in the neighborhood were notified of this City Council Meeting
for final approval of the removal of Santa Maria St. from Parking Permit Area "R ".

RESOLUTION NO. 10927
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE RESCINDING RESOLUTION NO.
10802, AND ADOPTING A REVISED MASTER
RESOLUTION OF PERMIT PARKING AREAS WITHIN
THE CITY OF ORANGE.
WHEREAS, Chapter 10.30 of the Orange Municipal Code authorizes the City Council
of the City of Orange to add or remove designated areas to the Neighborhood Permit Parking
Program by resolution; and
WHEREAS, the creation of a master resolution which contains all the permit parking
areas will compile all areas into a single document and eliminate the need to revise the Orange
Municipal Code every time an area is added or deleted from the Neighborhood Permit Parking
Program.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Orange
does resolve as follows:
Section I
The following street is to be removed from Parking Permit Program Area R:
Both sides of Santa Maria Street between Santa Cruz Avenue and San Luis Drive.
The revised Neighborhood Parking Permit Program Area R will be:
a) Both sides of San Luis Drive from 7821 (north side) to Santa Cruz Avenue, and from
7816 (south side) to the beginning of 8132.
b) 8102 and 8110 Santa Cruz Avenue (south side).
Section II
That the Master Resolution of Permit Parking Area for the Neighborhood Permit Parking
program attached hereto as Exhibit "A" is adopted.
