SUBJECT Purchase of emergency roadside assistance and tires from Pete's Road Service on a sole source basis. 2. SUMMARY The Public Works Department is requesting approval to purchase tires, and labor to install tires, for the City of Orange fleet vehicles from Pete's Road Service in an amount not to exceed $60,000. 3. RECOMMENDED ACTION Approve the expenditure of $60,000 to Pete's Road Service. 4. DISCUSSION and BACKGROUND The City's emergency service vehicles require 24 -hour, 7 -days per week coverage for tire replacement on their vehicles. Public Works Fleet Services annually spends approximately $100,000 on tire purchases and service to install or repair tires. The purchase and service agreements are informally bid to local suppliers. The three lowest priced suppliers are used each year. Currently these are Dapper Tire, Parkhouse Tire and Pete's Road Service. Of the three suppliers only Pete's Road Service provides both tires and 24 -hour emergency roadside service for our large vehicles (i.e. fire apparatus). Fleet Services uses Pete's Road Service to change tires that are larger than our in -house tire changing equipment's capacity, most of which are large trucks (class 7 & 8) and our large emergency service vehicles. This accounts for one quarter of the vehicles in our fleet. Pete's Road Service, Inc. is the only local supplier that can provide this emergency tire service for the full range of tires used by the City's fleet. Pete's Road Service has 11 Southern California locations with the closest stores in Fullerton and Santa Ana. Their response time is normally within two hours or less. The City Council is authorized to approve the procurement of certain supplies, services and equipment pursuant to Section 3.08.140 of the Orange Municipal Code without following either formal or informal bid procedures if a commodity or service is offered by only one vendor, or when only one vendor is able to supply a commodity within the time frame and /or under terms and conditions which reasonably meet the needs of the using City Department. 8.
