SUBJECT Bid No. 156 -35; Approval of plans and specifications, and authorization to advertise for bids for construction of the Arterial Pavement Management (APM) Projects: Katella Avenue and Tustin Street Rehabilitation Projects (SP- 3891). 2. SUMMARY Plans and specifications have been completed for the rehabilitation of Katella Avenue and Tustin Street under the APM Program. The project is ready to be advertised for bids. The Engineer's construction estimate is $2,524,000 including 10% contingencies and construction management cost. 3. RECOMMENDED ACTION Approve plans and specifications and authorize advertising for bids for the Katella Avenue and Tustin Street Rehabilitation Projects. 4. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights - of -way. 7. DISCUSSION and BACKGROUND The Arterial Pavement Management (APM) Program funded with Regional Surface Transportation Program (RSTP) under the Moving Ahead for Progress in the 21S Century Federal Transportation Act has been developed to address pavement maintenance in Orange County. The Public Works Department applied for the APM grant through OCTA and received $500,000 for the rehabilitation of Katella Avenue from Glassell Avenue to Tustin Street and $500,000 for Tustin Street from Meats Avenue to Heim Avenue. Both of these roadways are in poor condition and in need of rehabilitation. The scope of rehabilitation, in general consists of, but is not limited to ADA compliant access ramps, localized removal and replacement of the existing pavement, asphalt concrete overlay, removal and replacement of failed sections of curb and gutter, driveways, sidewalks, cross gutters, spandrels, and adjustment of manholes and water valve covers to grade. The current total project cost estimate is $2,524,000 including 10% contingencies and construction management cost. Due to extensive roadwork involved, major impact to traffic is expected. Nighttime work will be performed as much as possible and one lane in each direction will be maintained during the hours of 9:00pm- 5:00am. Daytime working hours will be between 9:00am- 4:00pm and two lanes will be maintained in each direction. The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities" Class 1 (c). The CEQA Notice of Exemption will be filed with the County Recorder's Office upon Council's approval of the plans and specifications. The proposed project is also categorically excluded from the provisions of the National Environmental Policy Act (NEPA) under 24 CFR Section 58.35. Documentation of this determination is on file. Construction is scheduled to begin in June 2016 and is expected to be completed within ninety calendar days. Plans and specifications are available for review in the Public Works Department. 8.
