1. SUBJECT
Extend the Utility Billing computer software maintenance agreement with N. Harris Computer
Corporation for one year, through March 31, 2017.
2. SUMMARY
The Finance Department's Utility Billing Division has contracted with N. Harris Computer
Corporation for over 10 years. They have proven to meet the City's needs. We are recommending
to continue contracting with this provider.
3. RECOMMENDED ACTION
Approve agreement and authorize the Mayor and the City Clerk to execute on behalf of the City.

Funds are currently budgeted and available in account number:

6. DISCUSSION and BACKGROUND
During the last ten years, the City's Utility Billing Division has contracted with N. Harris
Computer Corporation (Harris) for all utility billing applications. They have provided a quality
utility billing software program that has met the needs of our customers and City staff. We have
integrated this program with the Water Field Crew's handheld meter reading devices.
Additionally, Harris has partner companies that are integrated with the current software that
provide extra services. We currently have a website, a Kiosk, and a phone system that provide our
customers options to pay or view their utility bill. Harris also provides a work order system for
our field crew to electronically create and complete paper -work for services rendered including
meter leaks or change -outs, water audits, turn -on, and turn-off requests.
In FY 2016 -17, the Utility Billing Division will evaluate and look into a possible upgrade to a new
billing system. The extension of this contract is needed to maintain the current software.
Based on these factors, staff is recommending that we continue our contract with Harris for one
year, through March 31, 2017.
