SUBJECT: Emergency Management Performance Grant (EMPG): Emergency Preparedness fund allocation. 2. SUMMARY: The County of Orange has authorized a reimbursement grant award to the Orange City Fire Department in the amount not to exceed $20,809 for FY 15/16. At this time there is no matching fund requirement. The goal of the EMPG is to assist local government to establish a system of emergency preparedness for the protection of life and property in the City of Orange. 3. RECOMMENDED ACTION: 1. Approve the agreement between the City of Orange and the Orange County Sheriff's Department Emergency Management Bureau in an amount not to exceed $20,809 and authorize the City Manager to execute the agreement on behalf of the City. 2. Accept into the City's revenue budget a $20,809 grant from the Orange County Sheriff's Department Emergency Management Bureau, into revenue account 100.3021.45495.30084 (Other Grant Revenue -EMPG Grant 2015). 3. Authorize the appropriation of $20,809 into expenditure account 100.3021.50221.30084 (Overtime — Safety -EMPG Grant 2015). 14. FISCAL IMPACT: Upon appropriation, funds will be available to the cover the cost of Emergency Services Coordinator overtime as follows: 100.3021.50221.30084 (Overtime — Safety -EMPG Grant 2015) $20,809 ITEM 3.H 4/12/16 1 5. STRATEGIC PLAN GOAL(S): 1. Provide for a safe community [a]. Provide staffing and resources to deliver services that ensure public safety. 6. GENERAL PLAN IMPLEMENTATION Public Safety Goal 8.0 Emphasize emergency preparedness both within City Hall and throughout the community. Policy 8.2: Coordinate disaster preparedness with other public and private agencies. 7. DISCUSSION and BACKGROUND: The City's Emergency Services Coordinator position is managed by the Fire Department and includes several key components, such as emergency preparedness, education, training, funding, response, and multi- agency coordination. The City of Orange is served by the Orange County Sheriff's Department Emergency Management Bureau, which is the lead agency of the Orange County Operational Area (OA). The OA is the county -wide advisory body responsible for preparing for, responding to, and mitigating local emergencies. A primary function of this group is the coordination of the State and Federal grants. The EMPG program provides grants to states to assist state, local, tribal and territorial governments in preparing for all hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42U.S.C. 5121 et seq.). Title VI of the Stafford Act authorizes the Federal Emergency Management Agency (FEMA) to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest responsibility for emergency preparedness jointly in the federal government, the states and their political subdivisions. The purpose of EMPG is to sustain and improve comprehensive emergency management programs at the state, tribal, territorial governments and local levels from all man-made and natural disasters through the prevention, mitigation, response and recovery for all hazard events. The grant requires: • The training, tuition, overtime, backfill, travel and per diem costs must be in accordance with the City and Fire Department's approved travel policies; • Payment of overtime expenses will be for work performed by employees in excess of the established workweek, usually 40 hours. In no case is dual compensation allowable. The agency must have incurred the expense of paying overtime to fill a position vacated by an employee sent to training; • All backfill and overtime must be tracked including the emergency personnel attending the training and the personnel backfilling the vacant position; • All reimbursement applications must be submitted within 30 days of the training; ITEM 4/12/16 z • The City of Orange preserves and maintains all documents, papers and records relevant to the training costs, overtime backfill, travel costs and per diem for a period of three years; • The City of Orange shall provide all records and information pertaining to the grant to the Anaheim/Santa Ana Urban Areas Security Initiative (UASI) for quarterly reports. 8.
