REGULAR SESSION
1.1 CALL TO ORDER: Chair Gladson called the meeting to order at 7:01 p.m.
1.2 FLAG SALUTE: Commissioner Simpson led the flag salute.
1.3 ROLL CALL: All Commissioners were present.
1.4 ELECTION OF CHAIR AND VICE -CHAIR
Commissioner Correa nominated Commissioner Gladson to continue as Commission
Chairperson and Commissioner Willits seconded the motion. Commissioner Willits
nominated Commissioner Correa to continue as Commission Vice Chairperson and
Commissioner Glasgow seconded the motion.

2. CONSENT CALENDAR:
2.1 APPROVAL OF MINUTES FROM THE REGULARLY SCHEDULED
MEETING OF DECEMBER 7, 2015.

3. NEW HEARING:
3.1 MAJOR SITE PLAN 818 -15 AND DESIGN REVIEW COMMITTEE 4805 -15 —
OAKMONT SENIOR LIVING
The applicant proposes to demolish an existing 29,509 SF office building and construct a
new 91,919 SF assisted living facility with a subsurface parking garage.
LOCATION: 630 THE CITY DRIVE SOUTH
NOTE: The proposed project is categorically exempt from the provisions of
the California Environmental Quality Act (CEQA) per State CEQA
Guidelines Section 15332 (Class 32 — In -fill Development Projects)
because the project meets all the exemption criteria.
RECOMMENDED ACTION:
Adopt Planning Commission Resolution No. 01 -16 approving the
construction of a 91,919 square foot assisted living facility with
61 parking spaces.
Discussion: Kelly Ribuffo, Associate Planner, presented a project overview consistent
with the staff report. She discussed the two issue items on the project which included
parking requirements and the Caltrans slope easement.
The applicants who were present for the project were Bill Mabry, with Oakmont Senior
Living; Peter Wurtz, landscape architect; Gregg Wanke, chief designer; and Paul
Bartholow, engineer.
Mr. Mabry provided a PowerPoint presentation on the project. He talked about the
family owned business with 40 senior care facilities currently in California. He stated
City staff and the Design Review Committee had been a pleasure to work with. They
were in agreement with all the conditions listed in the Resolution but requested
Condition No. 14 be revised so the green screen around the transformer compartment be
only on the side which screened the resident's garden.
Mr. Wurtz described the layout of the project including the circulation pattern,
landscaped courtyards, raised garden beds, fire lane, use of green screens, pet park, and
the addition of street trees.
Mr. Mabry showed where the Caltrans easement was located and that they are proposing
a public seating area with benches for that area.
The Planning Commission had questions regarding the screening of the transformer; the
percentage of residents that do not drive; the location of the air conditioning equipment;
the amount of parking the staff would be utilizing on the property, the use of the seven

visitor parking spaces above ground, and the adequacy of the 61 parking spaces; the
need for sound proofing the walls of the facility due to the proximity to the freeway; the
use of green building materials; water collection and runoff plans; the use of drought
resistant plants; on- street parking on Park Central and the need for overflow parking;
transportation needs of the residents; the types of vehicles used to transport residents;
what outreach was provided to the neighbors west of the project; guest parking
requirements; and concern with special events and the impact on the neighbors.
Public Hearing was opened.
Sealy Yates, address on file, is the manager of the 630 The City Drive South building.
He thought that Oakmont Senior Living was an incredible operation and he had had a
great experience working with them.
Public Hearing was closed.
The Commissioners thought the project was high quality and in good taste; asked what
the impact would be on emergency service levels; concerned with the Caltrans easement
issue (Mr. Sheatz indicated it would be an agreement between the City of Orange and
Oakmont Senior Living); and concerned with parking during special events.
Ms. Ribuffo stated that Condition No. 14 would be revised to read as follows: "Green
screen shall be incorporated between the transformer compartment and the area of the
resident's garden at a minimum height of 6' ".
Motion was made to adopt Planning Commission Resolution No. 01 -16 approving Major
Site Plan Review No. 0818 -15 and Design Review No. 4805 -15 for the construction of a
91,919 square foot assisted living facility with 61 parking spaces at 630 The City Drive
South and noting the project was categorically exempt from CEQA with an amendment
to Condition No. 14 and adding a condition typically used for Special Events.
