1. SUBJECT
Bid No. 156 -33; Approval of plans and specifications, and request authorization to advertise for
bids the Tustin Street and Vanowen Avenue Left Turn Signal Modification Project (SP- 3927).
2. SUMMARY
The plans and specifications for the Tustin Street at Vanowen Avenue Left Turn Signal
Modification project have been completed. The project is ready to be advertised for bids. The
total estimated construction cost including contingencies (10 %) and construction engineering
(5 %) is $300,000.
3. RECOMMENDED ACTION
Approve plans and specifications, and authorize advertising for bids the Tustin Street at
Vanowen Avenue Left Turn Signal Modification Project.
4. FISCAL IMPACT
Funds are budgeted and available in the following account:
283.5032.56100.201244 Tustin/Vanowen Traffic Signal Modification $308,000.00

6. GENERAL PLAN IMPLEMENTATION
Circulation & Mobility Goal 1.0 Provide a safe, efficient, and comprehensive circulation
system that serves local needs, meets forecasted demands, and sustains quality of life in
neighborhoods.
Policy 1.2: Identify key intersections and streets with historical or projected traffic congestion
problems and apply creative traffic management measures to improve overall
circulation.
Policy 1.6: Maintain and repair roadways and sidewalks as necessary to improve circulation
and safety.
7. DISCUSSION and BACKGROUND
The traffic signal at the intersection of Tustin Street and Vanowen Avenue is outdated and
requires much needed upgrades to achieve improved operation, enhanced pedestrian safety, and
maintain the capacity of the roadway. Tustin Street is classified as a major arterial with three
travel lanes in each direction and carries 40,000 average daily traffic.
In November 2015, the City retained the services of KOA Corporation to prepare the plans,
specifications, and estimates (PS &E) for the proposed improvements. The PS &E is now
complete and the project is ready to be advertised. The total estimated construction cost including
contingencies (10 %), and construction engineering (5 %) is $300,000.
The project is categorically exempt from the provisions of the 2016 CEQA Guidelines under
Article 19. "Categorical Exemptions ", Section 15301 "Existing Facilities ", classifies this project
as Class 1 (c) "Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails,
and similar facilities ". This categorical exemption applies to projects that involve minor
alteration to an existing facility. The Notice of Exemption will be filed with the County of
Orange upon approval of the PS &E.
The scope of traffic signal work includes removal and replacement of controller and cabinet,
signal poles and foundations, service, vehicular and pedestrian indications, detectors, pull- boxes,
pedestrian push buttons, LED safety lighting fixtures, and street name signs; installation of
emergency vehicle preemption, and CCTV camera; restoration of existing improvements. Civil
works include removal and replacement of ADA compliant sidewalk access ramps, cross - gutter
and spandrel, curb and gutter, and failed pavement sections.
Construction is scheduled to start in July 2016 and is expected to be completed in approximately
three months.
