6. DISCUSSION and BACKGROUND
The City's five -year contract with Lance Soll & Lunghard LLP expired with the completion of
the Fiscal Year 2015 audit. In December, staff prepared and distributed an RFP for financial
audit services to nineteen firms. Nine proposals were received in response, and four firms met
our criteria to interview. After reviewing the qualifications of each of the four firms, the panel,
which included the Finance Director, Assistant Finance Director, and Deputy City Manager, is
recommending White Nelson Diehl Evans LLP to provide audit services to the City for the fiscal
years ending June 30, 2016, 2017, and 2018.
The agreement also includes an option for the City Manager, at the recommendation of the
Finance Director, to extend the agreement for two additional terms of one year each.
White Nelson Diehl Evans LLP is a California certified public accounting firm who has
specialized in providing services to the governmental industry for over 80 years. Their local
offices are in Irvine. Their firm has extensive experience in auditing local government agencies.
Their references are excellent and their fees, while not the lowest, are reasonable for the services
provided.
A list of the four firms who were interviewed, including their fees and a summary of the
interview rankings, is attached.
