SUBJECT Award of Contract: Bid No. 156 -16; Lincoln Avenue Street Improvements Project (SP -3835) 2. SUMMARY Bids for Lincoln Avenue Street Improvements Project were received and opened on January 29, 2016. Eight bidders responded to the Notice Inviting Bids. The apparent low bidder is Hillcrest Contracting, Inc. of Corona, CA in the amount of $155,329. 13. RECOMMENDED ACTION Award the contract in the amount of $155,329 to Hillcrest Contracting, Inc. of Corona, CA and authorize the Mayor and City Clerk to execute on behalf of the City. 4. FISCAL IMPACT Funds are budgeted in the Capital Improvement Program and are available in the following account: 272.5011.56330.20072 (Lincoln Ave. HSIP Improvement) $ 40,163.00 550.5011.56330.20072 (Lincoln Ave. HSIP Improvement) $303,124.00 $343,287.00 5. DISCUSSION and BACKGROUND The City Council previously approved advertisement for bids at its October 13, 2015 meeting. The bid solicitation was advertised on January 6, 2016 for a period of three weeks, and bids were opened on January 29, 2016. Noble Company, Orange ........................ 185,835.00 The project is mainly funded through the competitive Highway Safety Improvement Program (HSIP) as administered through Caltrans. The City has been approved for $679,000 from the program for engineering, acquisition of right -of -way and construction funds for the project. The project will provide a continuous pedestrian pathway on the north side of Lincoln Avenue from 283' easterly of Orange -Olive Road to Olive Street. The project will construct additional roadway pavement, curb and gutter, an ADA curb ramp, and fill in the missing sidewalk gap. Additionally, the project will construct a storm drain lateral and a catch basin to capture the roadway run -off. The total estimated construction cost including 10% for contingencies and construction engineering is $190,000. The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under guidelines Section 15301" Existing Facilities" Class 1 (b). The Notice of Exemption will be filed with the County Recorder's Office upon Council's approval of the plans and specifications. The construction is scheduled to begin in March 2016 and be completed in 45 calendar days. 8. The Project is at Various Locations in the City of Orange, State of California. The contractor who performed (or caused to be performed) said public work and improvements was Hillcrest Contracting, Inc., a California corporation, with its principal office at 1467 Circle City Drive in the City of Corona, State of California 92879. The name of the surety on the Labor and Material Bond for the Project is Fidelity and Deposit Company of Maryland State of Maryland (Bond No. 7648132) in the amount of $155,329.00.
