GENERAL PLAN IMPLEMENTATION Circulation & Mobility Element Goal 2.0 Provide for adequate regional and local transportation facilities Policy 2.1: Cooperate with other agencies to address regional issues and opportunities related to growth, transportation, infrastructure, and other planning issues. 7. DISCUSSION and BACKGROUND The City of Orange has projects listed in the Federal Transportation Improvement Program (FTIP) which is a capital listing of all transportation projects over a six -year period for the SCAG region. These projects include the Meats Avenue @SR -55 Interchange, Orange Transportation Center Parking Structure, and projects lumped together under the Arterial Pavement Management, and Federal Highway Safety Improvement Programs. The FTIP listing is updated biennially, and the 2017 FTIP covering FFY 2016 -17 through 2021- 22 is coming up. All local agency projects must be carried over to the 2017 FTIP. In order for the projects to be carried over, SCAG requires local agencies to adopt a resolution certifying that funding for its current and future FTIP projects are available and committed. Resolution 10919 will satisfy the requirement, and keep the City's eligibility for state and federal grant funds. 8.
