1. SUBJECT
Resolution No. 10919 —A Resolution of the City Council of the City of Orange which certifies that
the City of Orange has the resources to fund its projects in the Federal Fiscal Years (FFY) 2016/17-
2021 /22 Federal Transportation Improvement Program, and affirms its commitment to implement
all projects in the program.
2. SUMMARY
Resolution No. 10919 is required by the Southern California Association of Governments (SCAG),
to be adopted by the City of Orange to certify that funding for its current and future projects in the
Transportation Improvement Program are available and committed.
3. RECOMMENDED ACTION
Adopt Resolution No. 10919, and authorize the Mayor to execute on behalf of the City.

6. GENERAL PLAN IMPLEMENTATION
Circulation & Mobility Element Goal 2.0 Provide for adequate regional and local
transportation facilities
Policy 2.1: Cooperate with other agencies to address regional issues and opportunities related to
growth, transportation, infrastructure, and other planning issues.
7. DISCUSSION and BACKGROUND
The City of Orange has projects listed in the Federal Transportation Improvement Program (FTIP)
which is a capital listing of all transportation projects over a six -year period for the SCAG region.
These projects include the Meats Avenue @SR -55 Interchange, Orange Transportation Center
Parking Structure, and projects lumped together under the Arterial Pavement Management, and
Federal Highway Safety Improvement Programs.
The FTIP listing is updated biennially, and the 2017 FTIP covering FFY 2016 -17 through 2021-
22 is coming up. All local agency projects must be carried over to the 2017 FTIP. In order for the
projects to be carried over, SCAG requires local agencies to adopt a resolution certifying that
funding for its current and future FTIP projects are available and committed.
Resolution 10919 will satisfy the requirement, and keep the City's eligibility for state and federal
grant funds.

RESOLUTION NO. 10919
A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF ORANGE WHICH
CERTIFIES THAT THE CITY OF ORANGE
HAS THE RESOURCES TO FUND THE
PROJECTS IN THE FEDERAL FISCAL
YEARS 2016/17- 2021/22 TRANSPORTATION
IMPROVEMENT PROGRAM AND AFFIRMS
ITS COMMITMENT TO IMPLEMENT ALL
PROJECTS IN THE PROGRAM.
WHEREAS, the City of Orange (City) is located within the metropolitan planning
boundaries of the Southern California Association of Governments; and
WHEREAS, the City of Orange City Council has authorized projects submittals to Orange
County Transportation Authority's (OCTA) Federal Transportation Improvement Program
(FTIP); and
WHEREAS, the City is the lead agency for projects and will comply with applicable local,
state, and federal provisions including but not limited to the Federal Transportation Improvement
Program, California Environmental Quality Act, National Environmental Policy Act, Americans
with Disabilities Act, and Buy America; and
WHEREAS, the City agrees to construct Transportation Control Measures projects as
noted in the amendments in a timely manner.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Orange,
does hereby affirm the City's commitment to fund the projects submitted in the 2017 Federal
Transportation Improvement Program for Federal Fiscal Years 2016/17 - 2021/22.
