Authorize purchase of Ethernet switches and power supply from EtherWAN Systems, Inc.
2. SUMMARY
This item authorizes the procurement of managed Ethernet switches and power supply to upgrade
the City's Traffic Signal Network. The current Ethernet switches have become outdated and are
due for replacement. EtherWAN Systems, Inc. switches have been approved for use in our
traffic signals throughout the city.
13. RECOMMENDED ACTION
Authorize a sole source purchase of Ethernet switches and power supply from EtherWAN
Systems, Inc. not to exceed $45,000.00.

Funds are budgeted and available in the following account:
272.5032.56100.16305 Traffic Signal Controller Change -out $98,000.00

16. GENERAL PLAN IMPLEMENTATION
Circulation & Mobility Goal 1.0 Provide a safe, efficient, and comprehensive circulation
system that serves local needs, meets forecasted demands, and sustains quality of life in
neighborhoods.
Policy 1.2: Identify key intersections and streets with historical or projected traffic congestion
problems and apply creative traffic management measures to improve overall
circulation.
Policy 1.6: Maintain and repair roadways and sidewalks as necessary to improve circulation
and safety.
7. DISCUSSION and BACKGROUND
The City's Traffic Signal Network includes a myriad of infrastructure, equipment, and devices
providing a reliable system. As technology advanced and the network expanded, some of the
devices have become outdated and need to be replaced to maintain and upgrade the system's
reliability and capability. One of the devices to be replaced is the Ethernet switch at each
intersection in the network. The Ethernet switch connects the controller, closed circuit television
camera, battery back -up and other devices, and allows data to be transmitted to and from the
Traffic Management Center through the network.
The Traffic Division has been phasing out the current General Electric (GE) unmanaged Ethernet
switches with EtherWAN managed switches. The EtherWAN managed switches have I Gigabit
fiber ports as opposed to the GE 100 Megabit ports that virtually provides ten times more
bandwidth capability. The additional capability and ability to manage data ensures bandwidth
demand will be met as the network further expands, and provide for a smooth and reliable
system.
In the interest of maintenance efficiency, staff is requesting approval of sole source procurement
of the Ethernet switches from EtherWAN Systems. The purchase of 35 EtherWAN managed
switches and power supply will complete the change out from the GE switches. With the
EtherWAN switches and upgrade to the Traffic Management Center, the City's Traffic Signal
Network will have maximum performance for years to come.
