1. SUBJECT
Approve payment to the City of Anaheim for a portion of the work required to update an
emergency intertie with the City of Anaheim and repair and restore the access road to Reservoir
No. 3 located at 3306 Mandeville Place, Orange.
2. SUMMARY
The single shared road to Orange's Reservoir No. 3 and Anaheim's Burruel Water Storage Tank
was repaired due to severe tree root damage done to the entrance roadway. Additionally, the
emergency intertie between the two tanks on the site was updated. Anaheim owns the access
road and took the lead in engineering and performing the work. Approval of this payment for
$37,557.86 would reimburse them for Orange's portion of the work.
3. RECOMMENDED ACTION
Approve payment to the City of Anaheim for $37,557.86 for the design and construction required
to repair and reconstruct the shared roadway and emergency intertie to Reservoir No. 3 located at
3306 Mandeville Place. Authorize the Mayor and City Clerk to execute the payment on behalf of
the City.

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the
needs of residents and businesses.
Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the

7. DISCUSSION and BACKGROUND
The City of Orange's Reservoir No. 3 is located at 3306 Mandeville Place. It lies within the
gated Hillcrest development off Nohl Ranch Road, in the northern part of the City. The fenced
reservoir site encloses the City's reservoir No. 3 along with the City of Anaheim's existing
Burruel Water Storage Tank reservoir and the vacant site for the future build of the City of
Orange Reservoir No. 3A. Both existing tanks hold approximately 1 million gallons of potable
water and are above ground steel tanks. Emergency inter - connections exist on both tanks that
can be used to share water between Anaheim and Orange.
A single, tree lined roadway serves as the only access to the joint tank site. Over the years, the
trees lining the access road have matured and screened the site from the neighborhood.
Unfortunately, the mature trees spread surface roots that lifted and deformed the single roadway,
which made it almost impassable. While the housing development and the overall site is in
Orange, the access road and Anaheim's tank site are owned by Anaheim. To access the City of
Orange's tank sites, Orange has a permanent access and utility easement through Anaheim's
property.
As the deteriorating roadway was on Anaheim's property and they had programmed some
scheduled tank recoating work for their reservoir and some surface improvements to their portion
of the tank site, they included and undertook the reconstruction and repair for the roadway and
the updating of the emergency intertie- connection between the two tanks in conjunction with the
tank recoating work.
The original emergency intertie between the tanks consisted of rigid piping that was in need of
repair and did not meet current seismic standards.
A tree specialist was required to oversee the "root removal" work and direct repairs to minimize
damage to the trees.
The resulting repair work successfully reconstructed the roadway while protecting almost all the
mature screening trees. A root barrier was installed to mitigate future infiltration of roots into the
roadway. Orange's portion of the work is $37,557.86.
