SUBJECT Award of Contract: Bid No. 156 -15; Taft Library & Fire Station No. 3 Fiber Optic Installation Project (SP- 3931). 2. SUMMARY Bids for Taft Library & Fire Station No. 3 Fiber Optic Installation Project were received, and opened on November 19, 2015. Six bidders responded to the Notice Inviting Bids. The apparent low bidder is PTM General Engineering Services, Inc. of Riverside, CA in the amount of $218,812.00. 13. RECOMMENDED ACTION J Award the contract to PTM General Engineering Services, Inc. of Riverside, CA in the amount of $218,812.00 and authorize the Mayor to execute and the City Clerk to attest the contract on behalf of the City. 4. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 3.0 Ensure adequate provision of electricity, natural gas, telephone, and data services and cable television. Policy 4.3: Promote the use of new and emerging communication technologies. 7. DISCUSSION and BACKGROUND The City Council previously approved advertisement for bids in its October 13, 2015 meeting. The bid solicitation was advertised on October 21, 2015 for a period of four weeks, and bids were opened on November 19, 2015. Six bidders submitted proposals as follows: TOTAL BID 1) PTM General Engineering Services, Riverside $ 218,812.00 2) Crosstown Electrical & Data, Irwindale 232,660.00 3) SECC Corporation, Chino 267,815.00 4) DBX, Inc., Temecula 274,421.00 5) GA Technical Services, Rancho Cucamonga 294,664.52 6) Minako America Corporation, Gardena 339,000.00 The City's Information Technology Strategic Plan identified a necessity of fiber optic cable in all city facilities to improve voice and data communications efficiencies. Over the past three years, the City extended its fiber network to several additional facilities including Fire Station No. 4 and Fire Station No. 7. The Taft Branch Library and Fire Station No. 3 are the most deficient facilities in the communication system. The work to be done includes, but will not be limited to, the installation of conduit, pull boxes, splice vaults /splice boxes, splice enclosures, fiber optic cable, fiber optic patch panels, system integration, testing, and all the necessary appurtenances to provide a complete communication system from the field elements to Taft Branch Library and Fire Station No. 3 in accordance with Project plans and Special Provisions. The Engineer's estimate of construction cost is $350,000 which includes 10% for contingencies and construction engineering. The proposed project is categorically exempt from the provisions of the 2014 CEQA Guidelines under Article 19. "Categorical Exemptions ", Section 15301 "Existing Facilities ", classifies this project as Class 1 (c) "Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities ". This categorical exemption applies because the project involves only the installation of fiber optic cable to the existing streets involving negligible or no expansion and does not increase capacity of the streets. The Notice of Exemption has been filed with the County Recorder's Office. The construction is scheduled to begin in January 2016 and be completed within sixty calendar days. 18. Chapman Avenue, Orange, CA 92866, was completed and accepted by the City Council of the City of Orange on July 12, 2016 at a regular meeting of its members, at which a quorum was present and acting throughout. The Project is Taft Library at 740 E Taft Avenue and Fire Station #3 at 1910 N. Shaffer Street in the City of Orange, State of California. The contractor who performed (or caused to be performed) said public work and improvements was PTM General Engineering Services, Inc., a California corporation, with its principal office at 5942 Acorn Street in the City of Riverside, State of California 92504. The name of the surety on the Labor and Material Bond for the Project is International Fidelity Insurance Company of New Jersey (Bond No. 691101) in the amount of $218,812.00.
