Approve agreement with Commercial Aquatic Services, Inc. for the installation of new pool
heaters, new backwash controls, and new chemical control systems for the Hart Park Pool for an
amount not to exceed $101,814.90.
2. SUMMARY
The work under this Agreement will ensure safe operation of the Hart Park Pool and reduce down
time by replacing aging infrastructure.
3. RECOMMENDED ACTION
1.) Approve the agreement with Commercial Aquatic Services, Inc. to install the specified pool
equipment; and
2.) Authorize the Mayor and the City Clerk to execute the agreement on behalf of the City.
4. FISCAL IMPACT
Funds are available in the following account for FY 16 to cover the cost of this agreement:
511.7021.56032.30043 (Hart Pool Equipment Replacement) $101,814.90

6. GENERAL PLAN IMPLEMENTATION
Natural Resources Element Goal 5.1: Maintain existing City parks at levels that provide
maximum recreational benefit to City residents.
7. DISCUSSION and BACKGROUND
The Community Services Department currently maintains the pool at Hart Park utilizing contract
maintenance. Over the past three years, calls to the maintenance contractor for service and pool
downtime have increased due to aging components of the pool infrastructure. Staff determined
that three components of the pool infrastructure must be replaced to maintain the pool safely and
efficient operation.
Pool Heaters
The heaters for both pools were installed in 2004 prior to the major renovation project in
2007 and have experienced multiple repairs over the last few years. Both heaters are no
longer dependable and are in a state of decline, leading to eminent failure if not replaced
soon. One heater appears to have a cracked heat exchanger making it very inefficient. Should
the heaters fail, the water in the pool would be very uncomfortable for the swimmers and
may cause the pool to be closed. The new heaters to be installed have a 97% thermal
efficiency which will result in utility savings.
2. Back Wash Components
The backwash components of the pool are designed to clean the pool filters when the filters
become too dirty to effectively filter the water. The current backwash controller as designed,
backwashes the filters based on a timed schedule rather than automatically as needed, which
is more optimal. This often results in clogged filters and the system is not able to effectively
filter the water, requiring a manual override to perform the necessary backwash by the
contractor, who must make a costly unscheduled visit.
The new backwash control system to be installed will sense when the filters are dirty and
initiate a back wash. This new system will backwash the filters more frequently, helping to
eliminate the need to manually perform a backwash of the filters, saving staff and contractor
resources.
3. Chemical Control Syste
The existing chemical control systems are discontinued by the manufacturer and crucial parts
for upcoming repairs are no longer available.

The new chemical control systems are state of the art, supported by the manufacturer, and
have parts readily available should any repairs be necessary after the warranty period of 1
year.

Upon review of bids received, staff determined Commercial Aquatic Services, Inc. is the lowest
responsible bidder. This contractor is the current pool maintenance contractor for the Hart Park
Pool and has performed well for the City of Orange. All regular maintenance has been completed
within contract specifications and on schedule. Therefore, staff recommends that Commercial
Aquatic Services, Inc. be awarded the contract. It is recommended that the contract include a 10%
contingency of $9,255.90 for unforeseen conditions which may arise, for a total contract amount
not to exceed $101,814.90.
All demolition and construction work for this project will be completed within 14 calendar days
and is anticipated to begin in April 2016 and be completed by May 2016 prior to the start of the
2016 summer swim season.
