SUBJECT Agreement with C.A. Granger Construction Inc. for the amount of $55,100.00 to provide demolition and hardscape installation of the Hart Park Dance Floor. 2. SUMMARY This Agreement is to provide concrete and brick demolition and removal, concrete and brick paving and installation, and landscape and irrigation modifications and repair at the Hart Park Dance Floor, located at 701 South Glassell St. 3. RECOMMENDED ACTION 1. Approve Agreement and authorize the Mayor and City Clerk to execute on behalf of the City; 2. Appropriate $8,600.00 from Fund 510 (Park Acquisition and Development) unreserved fund balance to 510.7021.56015.20038 (Hart Park Dance Floor); and 3. Appropriate $11,500.00 from revenue account 100.7021.48390.20038 (Hart Park Dance Floor) to 550.7021.56015.20038 (Hart Park Dance Floor). 4. STRATEGIC PLAN GOAL(S) 3a: Renovate, refurbish and improve public use places and spaces that are functional and safe. 6. GENERAL PLAN IMPLEMENTATION Natural Resources Element Goal 5.0: Provide recreational facilities and programs that adequately serve the needs of residents. Policy 5.1 Maintain existing City parks at levels that provide maximum recreational benefit to City residents. 7. DISCUSSION and BACKGROUND Background Hart Park is a 41 acre community park, originally acquired by the City in 1933. The park features barbeques and picnic pavilions, sports fields, tennis courts, a tot -lot, a community room and two swimming pools. There are acres of open space and a Bandshell with adjacent dance floor which make the park an ideal place for parties, family reunions and music events. The Bandshell and dance floor provide a very special event space which has served as the venue for the City's Summer Concerts in the Park, and other music events and parties. The popularity of these well attended events often times overwhelms the existing, small scale circular brick dance floor, forcing people to dance and stand on the surrounding turf. Also, there is currently no accessible path of travel connecting the dance floor to existing sidewalks in the park. The use during these events also makes it difficult to maintain healthy turf in this area due to the amount of foot traffic and dancing. The City is seeking to increase the size of the dance floor over 3 times its existing size, and to provide a new accessible path of travel from an existing adjacent sidewalk to the dance floor. The new, larger dance floor and path will be constructed over a concrete base with brick paving, which will maintain the look of the existing dance floor. As part of this project, the Community Services Department included an opportunity for sponsorship bricks into the design of the Dance Floor. The Department embarked on a program to offer to the public the ability to purchase a brick to be engraved and placed into the Dance Floor brick layout. Each brick is purchased for $100.00 and all proceeds go to offset the cost of the project. As of December 17, 2015, 114 bricks had been sold, resulting in a project cost offset of over $11,400.00. It is estimated that $ 12,000.00 will be raised by brick sponsorships before the project is built. Though the Hart Park Bandshell is designated as contributing structure or feature to the historic downtown district, the Dance Floor was originally installed in the 1980s and is not considered historic. 2 ITEM 01/12/16 Discussion The Community Services Department sent out a public formal bid (Bid 156 -17) request for this work based on approved plans and specifications. Bids were received on November 19, 2015 from three qualified contractors. The Community Services Department has selected C.A. Granger Construction Inc. as the lowest qualified responsible bidder to complete the work. The work will include demolition of the existing concrete and brick dance floor, construction of concrete base and brick paving for new dance floor and walkway, and grading, landscape and irrigation repairs. The new dance floor will maintain the look of the existing dance floor, using the same bricks and circular paving pattern. The project also includes the incorporation of engraved commemorative bricks into the dance floor and path, and the center of the dance floor will feature a 24" round plaque that depicts the historic Bandshell. The amount of the bid received from C.A Granger Construction Inc. is $50,090.00. The Agreement provides for a contingency amount of up to 10% ($5,010.00) for a total contract amount of $55,100.00. This contingency amount will only be utilized in the event of unforeseen circumstances that may arise during construction upon approval of this agreement.
