1. SUBJECT
A Special Events Permit with St. John's Lutheran Church for their Rededication Service on
Saturday, November 14, 2015.
2. SUMMARY
Consider authorization for the closure of Center Street from Chapman Avenue to Almond
Avenue from 2:00 pm to 8:00 pm Saturday, November 14, 2015.
3. RECOMMENDATION
Authorize the closure of Center Street from Chapman Avenue to Almond Avenue, pursuant to
the requirements of Section 12.58.015 of the Orange Municipal Code (OMC).
4. FISCAL IMPACT
The applicant is responsible for all costs associated with the safe closure of the street; therefore,
there will be no fiscal impact to the General Fund.

Goal 5: Recognize, promote and preserve Orange's rich heritage.
Strategy C: Increase activities, programs, and projects including partnerships with organizations
sharing interest in Orange's unique history.

7. DISCUSSION and BACKGROUND
St John's Lutheran Church of Orange is requesting a Special Event Permit for the purpose of
hosting a rededication ceremony for their historic sanctuary on November 14, 2015. They
anticipate over 700 attendees and are requesting the closure of Center Street to provide an area
for attendees to safely gather in front of the sanctuary. The street closure will be on Saturday,
November 14, 2015 from 2:00 pm to 8:00 pm. This 6 -hour street closure requires a Traffic and
Detour Plan that will be coordinated by the Public Works, Police, and Fire departments to ensure
the detouring is safe and provides access to emergency vehicles. All residents and businesses in
the area will be notified of the event and the closure as part of the event approval process.
Attachment A is the Special Event Application which covers all aspects of the production of this
event. The Special Events Committee is in support of this street closure and will continue to
work with the applicant to ensure compliance with all requirements for the production of this
type of event. The street closure authorization by the City Council is the pivotal first step in this
event process and is required before the permit can be issued. While a Special Events Permit is
typically handled by the Community Development Department on an administrative basis, the
event requires the closure of Center Street, which per the Orange Municipal Code (OMC
12.58.015), requires the approval of the City Council for Street Closures.
As with all Special Event Applications, the event producer is responsible for all costs associated
with the street closure. The cost associated with the closure is approximately $1,000, for the
utilization of staff time required for the placement and removal of barricades per the traffic
management plan. As with all Special Events, the applicant has submitted a bond to cover the
City costs, and staff will track their actual time spent on the event and will charge their time
towards the bond. Any remaining funds will be returned to the applicant, or if additional costs
are incurred, the applicant will be asked to submit additional payment.
