1. SUBJECT
Fiscal Year 2015 -2016 (FY16) Mid -Year CIP Amendment for addition of a Bio Clean
Hydrodynamic Separator Unit and Connector Pipe Screens.
2. SUMMARY
This mid -year CIP adjustment is needed to add a project for the installation of a Bio Clean
Hydrodynamic Separator Unit and Connector Pipe Screens on Collins Street. The total project
cost is $200,000, of which the City was approved for a $150,000 grant under the Orange County
Transportation Authority's (OCTA) Measure M2 Environmental Cleanup Program Tier 1.
3. RECOMMENDED ACTION
1. Accept into the City's revenue budget a $150,000 grant from OCTA, into revenue account
number 550.5022.45495.30078, Capital Projects — Grant Revenue.
2. Authorize the appropriation of $150,000 into expenditure account number
550.5022.56330.30078, Capital Projects - Installation of Bio Clean Unit on Collins Ave.
3. Authorize the appropriation of $50,000 from the Sanitation and Sewer unreserved fund
balance to expenditure account number 220.5022.56330.30078, Sanitation and Sewer —
Installation of Bio Clean Unit on Collins Ave.
4. Authorize amendment of the FY16 CIP to include Collins Avenue Bio Clean Unit and
Connector Pipe Screens Installation Project.
4. FISCAL IMPACT
Upon approval of appropriations, funds will be available for installation of the Bio Clean Unit
and Connector Pipe Screens in the following accounts:
550.5022.56330.30078 Capital Project — Installation of Bio Clean Unit on Collins $150,000
220.5022.56330.30078 Sanitation & Sewer — Installation of Bio Clean Unit on Collins $ 50,000

comply with the City's National Pollutant Discharge Elimination system (NPDES)
Municipal Permit and other regional permits issued by the Santa Ana Regional
Water Quality Control Board.
Policy 2.16: Protect in- stream habitat and natural stream and channel features.
7. DISCUSSION and BACKGROUND
Public Works Staff submitted an application for Renewed Measure M (M2) Tier 1 program funds
available through the Environmental Cleanup Program. This program aims to protect Orange
County beaches and waterways from transportation - generated pollution (urban runoff) and
improve overall water quality.
Because the Comprehensive Transportation Funding Program is structured to be competitive
with all of the agencies in the County of Orange, it was unknown during the FYI CIP adoption
if the project would be approved.
Public Works learned recently that our project was selected for a $150,000 grant. OCTA requires
the project be included in the current year CIP and a 25% match of the total project cost of
$200,000 be approved for the project before allocating grant funds. Sufficient funds exist in the
Sanitation and Sewer (220) fund to cover the $50,000 in matching funds and will be available
upon approval of the appropriation requested in this agenda item. This mid -year CIP adjustment
is needed to add the Bio Clean installation project on Collins Avenue to the CIP.
The Public Works Department has identified one location at the west end of Collins Avenue just
east of the outlet to the Santa Ana River to install the Bio Clean hydrodynamic separator unit at
the downstream end of a 48" storm drain line. It is also proposed to install five connector pipe
screens on Grove Avenue to capture litter from industrial sites and nearby apartment buildings in
a mixed residential neighborhood. This Bio Clean unit and pipe screens will treat runoff from
commercial shops, restaurants and residential areas by effectively capturing trash and debris that
may adversely impact receiving waters and impair beneficial uses such as recreation, swimming
and fishing.
