Bid No. 156 -13; Emergency Generator for Carver Pump Station (W -674); Approval of plans and
specifications and authorization to advertise for bids.
2. SUMMARY
Plans and specifications have been completed for the emergency generator for Carver Pump
Station. The project is ready to be advertised forbids. The preliminary cost estimate including
15% contingencies for the construction is $170,000.00.
3. RECOMMENDED ACTION
Approve plans and specifications and authorize advertising for bids for Emergency Generator for
Carver Pump Station.
4. FISCAL IMPACT
Funds are budgeted and are available in the following account:

7. DISCUSSION and BACKGROUND
As part of the on -going effort to provide emergency backup power to critical water facilities, the
design and specifications for the emergency backup power generator for the Carver Pump Station
have been completed and the project is ready to be bid for construction. The Carver Pump
Station shares a site with Fire Station No. 8 located at the corner of Carver and Canon, in the
northeast part of town. The pump station moves or lifts water from Zone 3 to Zone 4 reservoirs
that serve the Serrano Heights area located to the north and east of the station. The Water
Division employed the services of Gevork Consulting Engineering, Inc. to complete the design
and specifications of the emergency generator.
The plans and specifications for this project call for the furnishing and installation of one
250KW /300KVA, 277/480V emergency power generator at the Carver Pump Station. The
proposed sound attenuated generator will comply with the City's noise standard and be equipped
with a double wall fuel tank situated on a concrete pad with a retaining curb to prevent potential
leakage during an emergency or operational maintenance. The generator fuel tank capacity is
designed for 24 hours of continuous operation.
The total estimated construction cost including 15% for contingencies and construction
engineering is $170,000.
This project is categorically exempt from the California Environmental Quality Act (CEQA),
Guidelines Section 15301, Class 1- Existing Facilities. This exemption applies to minor
alterations to existing public or private structures or facilities, involving negligible or no
expansion of the existing use. The project falls within this exemption because it involves adding
a new emergency generator at an existing City water pump station. The purpose of the generator
is to ensure electricity is available to power existing water infrastructure at the site during an
emergency event. Therefore, the project does not expand the existing use.
