SUBJECT Bid No. 156 -16; Approval of plans and specifications, and request authorization to advertise for bids for construction of Lincoln Avenue Sidewalk Project (SP- 3835). 2. SUMMARY Plans and specifications have been completed for the Lincoln Avenue Sidewalk Project. The project is ready to be advertised for bids. The total estimated construction cost including 10% for contingencies and construction engineering is $160,000. 3. RECOMMENDED ACTION Approve plans and specifications and authorize advertising for bids for Lincoln Avenue Sidewalk Project. 4. GENERAL PLAN IMPLEMENTATION 77:1 Infrastructure Element Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights - of -way. 7. DISCUSSION and BACKGROUND The City Council approved preliminary project plans and MND 1833 -13 (Resolution No. 10709) on April 23, 2013. Following approval of the MND and preliminary plans, the City acquired the necessary right -of -way and construction easements from the properties along Lincoln Avenue within the project limits. Final plans and specifications have now been completed and are currently pending Caltrans review and approval for construction phase. The project will be advertised for bids after Caltrans' approval which is estimated to be later this year. Once bid is awarded, it will take about 45 days from start to completion of construction phase. The project is mainly funded through the competitive Highway Safety Improvement Program (HSIP) as administered through Caltrans. The City has been approved for $679,000 from the program for engineering, acquisition of right -of -way and construction of the project. The project will provide a continuous pedestrian pathway on the north side of Lincoln Avenue from 283 feet easterly of Orange -Olive Road to Olive Street. The project will construct additional roadway pavement, curb and gutter, an ADA curb ramp, and fill in the missing sidewalk gap. Additionally, the project will construct a storm drain lateral and a catch basin to capture the roadway run -off. The total estimated construction cost including 10% for contingencies and construction engineering is $160,000. The proposed project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing Facilities" Class 1 (b). The Notice of Exemption will be filed with the County Recorder's Office upon Council's approval of the plans and specifications. 8.
