Award of Contract for Bid No. 145 -04; three (3) Federal Highway Safety Improvement Program
(HSIP) Left Turn Phasing Signal Modification Projects: 1) Chapman Avenue at Hewes Street; 2)
Chapman Avenue at Esplanade Street; and 3) Tustin Street at Mayfair Avenue.
2. SUMMARY
The bids for the three (3) HSIP projects 1) Chapman Avenue at Hewes Street; 2) Chapman
Avenue at Esplanade Street; and 3) Tustin Street at Mayfair Avenue were received and opened
on July 1, 2015. The apparent low bidder is JFL Electric, Inc. (JFL) of Los Angeles, CA in the
amount of $631,514. The total estimated construction cost including 15% for contingencies and
construction engineering is $726,241.
13. RECOMMENDED ACTION
1) Authorize the appropriation from the 500 unreserved Capital Projects fund balances to the
following expenditure accounts:

7. DISCUSSION and BACKGROUND
The City Council approved authorization to advertise the projects for construction bids on April
14, 2015. The solicitation for bids was first advertised on June 10, 2015 for a period of three (3)
weeks. Seven bids were received and opened on July 1, 2015 as follows:

JFL's proposal complies in all material respects to the bid solicitation and is a responsible bidder.
JFL would be a first time contractor for the City of Orange. Reference checks with the cities of
Irvine, Huntington Beach, Pomona, and Caltrans turned out positive reviews of JFL's
performance on its respective traffic signal or street lighting projects.
The total estimated construction cost for the three projects including contract, and 15% for
contingencies and construction engineering is $726,241 while available construction funds are

$617,500. Staff is recommending additional appropriation of $109,000 from the Capital Projects
(500), and TSIP B (284) unreserved fund balances to complete the construction of the projects.
The project is federally funded under the Highway Safety Improvement Program. HSIP provides
a maximum of 90% reimbursement for eligible project costs; while the local agency contributes
the remaining 10% and any additional costs. The three projects were combined into one bid to
take advantage of the economies of scale, and ease of construction coordination with one
contractor.
The traffic signal modification at the three intersections will provide protected left -turn phasing
(green arrow) for the northbound and southbound directions. When completed, the addition of
left -turn phasing is expected to reduce accidents and improve the operational efficiency.
The scope of work, in general, includes removal of existing and replacement with new signal
poles, mast arms, luminaries (safety lighting), signal head indications, electrical service, street
name signs, and concrete foundation; relocation of signal controller cabinet, and battery back -up
system; installation of preemption units, new conduits and conductors; and construction of ADA
compliant sidewalk access ramps.
The project is categorically exempt from the provisions of the 2014 CEQA Guidelines under
Article 19. "Categorical Exemptions ", Section 15301 "Existing Facilities ". The Notice of
Exemption for each project has been filed with County Recorder's Office.
Actual construction is expected to start early fall of 2015 upon delivery of long lead materials
and equipment. Construction of the three projects is scheduled to be completed next summer.

ACTION: Accepted public work improvements, authorized release of Allegheny Casualty
Company of Pennsylvania, Bond No. 0671024 in the amount of $82,000.00 to the
contractor on said job, and authorized the Mayor and City Clerk to execute the Notice of
Completion.
3.20 Final Acceptance of Bid No. 145 -12; Reservoir No. 5 Rehabilitation performed by
Advanced Industrial Services and authorization to file the Notice of Completion with
the County Recorder. (No staff report required.) (A2100.0 Agr -6158)
ACTION: Accepted the completion of installation, authorized release of The Ohio
Casualty Insurance Company, Bond No. 024058962 in the amount of $756,900.00 to the
contractor on said job, and authorized the Mayor and City Clerk to execute the Notice of
Completion.
3.21 Final Acceptance of Bid No. 145 -27; OC &PT Wrought Iron Fence Installation
Project performed by Wolverine Fence Company, Inc.; and authorization to file the
Notice of Completion with the County Recorder. (No staff report required (A2100.0

ACTION: Accepted public work improvements, authorized release of Developers Surety
and Indemnity Company of Iowa, Bond No. 802621 P in the amount of $59,995.00 to the
contractor on said job, and authorized the Mayor and City Clerk to execute the Notice of
