SUBJECT Agreement for Sharing Consultant Costs for 2015 Urban Water Management Plan 2. SUMMARY Approve the Cost Sharing Agreement which authorizes funds for the development of the 2015 Urban Water Management Plan for the City of Orange Water Division through the Municipal Water District of Orange County (MWDOC) in conjunction with a pool of other local water agencies. This UWMP update is required every 5 years. The cost estimate for the development of the UWMP for Orange is $41,570.00. 3. RECOMMENDED ACTION Approve Cost Sharing Agreement and authorize City Manager or his designee to sign the agreement for the City. 4. FISCAL IMPACT Funds are available to cover the costs as follows: 600.8011.51620.00000 Engineering Services $ 190,000.00 5. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the needs of residents and businesses. Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the community. Economic Development Element Goal 6.0: Provide sufficient infrastructure to support anticipated economic development and growth. Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses. 7. DISCUSSION and BACKGROUND The City's Urban Water Management Plan (UWMP) was initially adopted in 1985 and must be updated every five years per the California Water Code (Sections 10610 - 10656). The UWMP discusses the City's current and future water demands, availability and reliability of its water supplies, various water demand management measures to facilitate customer water use efficiency, water supply contingency plan, and future water supply. The California Urban Water Management Planning Act (Act) requires all urban water suppliers providing water for municipal purposes to more than 3,000 customers or supplying more than 3,000 acre -feet of water annually, to prepare /update and adopt an Urban Water Management Plan (UWMP) every five years. The proposed City of Orange 2015 UWMP will address only its water service area, which is nearly contiguous with the City's corporate boundaries. Due to the commonality of regional information required for the plan along with shared requirements mandated from each water purveyor, a regional group effort to update /develop UWMPs for individual agencies by a single shared entity, is most economical and timely. As in the past, the Water Division is recommending joining with other county water purveyors in the group effort, organized and headed up by the Municipal Water District of Orange County ( MWDOC), to hire a consultant to develop a UWMP. Each resulting plan will contain all required elements by the California Water Code and will be specifically tailored to the individual agency. The Water Division has successfully joined in this effort in the past. At the July 15, 2015 MWDOC Board meeting, the MWDOC Board approved hiring Arcadis to assist in the development of the 2015 UWMPs for all participating agencies. Per the attached agreement, Orange's cost share to develop a UWMP for Orange is $41,570.00. Upon adoption of the UWMP by the City of Orange in 2016, the final draft will be submitted to the California Department of Water Resources. The City's 2015 UWMP is required to be updated and submitted to DWR by July 1, 2016. 8.
