1. SUBJECT
Resolution No. 10861 – A Resolution of the City Council of the City of Orange approving
construction of a low impact development retrofit project to the Orange County (OC) Public
Works Glassell Campus. The project will be awarded by the Orange County Public Works
Department and funded by the Orange County Flood Control District.
2. SUMMARY ==1
The Orange County Flood Control District ( OCFCD) proposes to construct a Low - Impact
Development Retrofit Project at the OC Public Works Glassell Campus within the City of
Orange. OCFCD received the City of Orange's City Engineer approval on the plans March 19,
2015.
On March 24, 2015, the Orange County Board of Supervisors approved the project for
advertising and authorized OC Public Works to submit Plans and Special Provisions for the
project to the City Council for approval. Under California Public Contract Code No. 21020.9,
local agency approval is required prior to awarding a construction contract.
3. RECOMMENDED ACTION
Adopt Resolution No. 10861 to approve the Construction of a low impact development retrofit
project at the OC Public Works Glassell Campus to be funded by the Orange County Flood
Control District.

Policy 2.6: Encourage sustainable building and site designs for new construction and renovation
projects.
Policy 2.14: Reduce pollutant runoff from new development by requiring use of the most
effective Best Management Practices (BMPs) currently available.
7. DISCUSSION and BACKGROUND
The County of Orange wanted to create a localized demonstration project, which would
showcase various Water Quality features. Project includes construction of Hydrodynamic
Separator, Modular Wetland System, Drywell, and Biofilter. The OC Public Works Glassell
Campus provided an opportunity to create this localized demonstration project. The Public
Works Department has reviewed the proposed low- impact development retrofit project at the OC
Public Works Glassell Campus. The City Engineer approved the plans on March 19, 2015.
As part of the Public Contract Code, Orange County Flood Control District is required to have
the local agency, where the project is located, approve the improvement plans and specifications
prior to construction. All improvements will be located on the Glassell Campus and there is no
impact to surrounding properties.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF ORANGE APPROVING A LOW -
IMPACT DEVELOPMENT RETROFIT PROJECT
AT THE ORANGE COUNTY PUBLIC WORKS
GLASSELL CAMPUS TO BE FUNDED BY THE
ORANGE COUNTY FLOOD CONTROL
DISTRICT.
WHEREAS, the Orange County Public Works Department on behalf of the
Orance County Flood Control District proposes to construct a low- impact
development retrofit project to the Orange County Public Works Glassell Campus
(Project) located within the City of Orange; and
WHEREAS, the Project has been found to have beneficial impacts to
stromwater quality and runoff to homes and businesses located within the City; and
WHEREAS, Apporval of plans and specifications for the Project by the City
Council is required under the provisions of the California Public Contract Code.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City
of Orange hereby approves the plans and specifications for the Project as proposed by
the Orange County Public Works Department.
