Gustafson l Chief of Police 1. SUBJECT Purchase of 85 Remington 870 Police Model shotguns for the Police Department from Pro Force Law Enforcement in the amount of $76,659. A trade -in allowance for our current Remington shotguns and other assorted firearms of $8,632 results with a net cost of $68,027. As the trade -in weapons must be mailed to the vendor, a postage charge of $1,000 has been added bringing the total cost to $69,027. 2. SUMMARY The current shotguns have been in service for over 15 years and are experiencing problems with the slides not feeding the ammunition, sight alignment concerns, and general operational issues. 3. RECOMMENDATION Authorize the appropriation of $69,027 from the Federal Asset Forfeiture Treasury Asset Fund unreserved fund balance to expenditure account 355.4021.55131.20129, Federal Asset Forfeiture, Equipment, Treasury Asset Fund, for the purchase of 85 Remington Police Model shotguns from Pro Force Law Enforcement and the cost of shipping the trade -in weapons to Pro Force's Arizona corporate office. 4. FISCAL IMPACT Upon appropriation, funds will be available to cover the cost of the shotgun purchase as follows: 355.4021.55131.20129 Federal Asset Forfeiture, Federal Treasury Asset Fund $69,027 5. DISCUSSION and BACKGROUND The Orange Police Department uses the Remington 870 as our duty shotgun, assigning one to each patrol vehicle. This weapon system supplements the officers' handgun and provides them with greater accuracy at longer distances. All officers have access to each vehicle's shotgun and can remove and swap them as they search for one in good working condition. This creates accountability issues and puts unnecessary strain on the firearms. The purchase will allow officers in the field services division to be assigned a specific shotgun, creating greater care and responsibility for each firearm. The Department's Remington 870 shotguns were purchased over 15 years ago. They have exceeded the manufacturers recommended service life and are in disrepair. Employees are experiencing severe malfunctions and stoppages due to the age and condition of the shotguns. These unpredictable problems create a safety risk for officers and the public. In addition to their poor condition, our shotguns fail to address two specific operational needs required of a law enforcement shotgun. First, a light source built -in to the fore -end. This allows officers to maintain positive control over the firearm while simultaneously activating the light source, assisting in target identification and increased officer safety. Second, a collapsible buttstock that can be adjusted for each officer depending on body type and stature. The Remington 870 Police Model shotgun has been specifically designed by the manufacturer to meet the contemporary needs of law enforcement. Each unit comes with an 18" barrel, magazine extension, Surefire fore -end flashlight, enhanced sighting system, and a collapsible pistol grip stock. There are two law enforcement Remington suppliers available; Pro Force Law Enforcement and Adamson Police Products. Pro Force Law Enforcement provided the most competitive price per unit, at $835.07. In addition, Pro Force Law Enforcement will give $8,632 credit for our old shotguns. It is recommended we purchase 85 Remington 870 Police Model shotguns to equip our field services personnel with the most current weapon system. With the credit offered, the total purchase price is $68,026.62 plus an additional $1,000 for shipping of the trade -in weapons to the vendor. 8.
