17. DISCUSSION
At their April 8, 2015 meeting the LAFCO Board formally received the proposed "Meyer
Reorganization" application (RO 15 -01). The application that was submitted to LAFCO includes
a detachment of one property, totaling approximately 395 square feet, from the City of Orange to
the City of Anaheim.

Once the application was received by LAFCO, the 60 -day review period began and it ends on
Saturday, June 6, 2015. The proposed "Meyer Reorganization to the City of Anaheim" is a city
boundary change which cleans up an inconsistent city limit that exists just west of North
Manchester Avenue near Best Buy. The request is in connection with a proposed townhome
housing project in Anaheim that is planned for the vacant property and a portion of the mobile
home park just north of the Manchester Walk project. In 1983, the City of Orange approved
Resolution No 5857 which vacated and abandoned this former easement which was referred to
Meyer Street; therefore creating this irregular city boundary which did not create a problem until
this proposed development project. As a result, the proposed housing project will require a lot
line adjustment and boundary change.
Per LAFCO the City of Orange has two available actions for the City Council to consider:
• Support this reorganization application which then allows this application to continue
through the LAFCO process. Staff will be bringing back to the City Council a property
tax exchange agreement with Anaheim for this parcel which triggers a zone change for
the City of Anaheim.
• Oppose this reorganization during the 60 -day review period by adopting a resolution
requesting LAFCO to terminate the detachment proceedings. If the City of Orange adopts
and transmits to LAFCO a resolution requesting termination of proceedings within the
time period prescribed in Government Code section 56751, then LAFCO shall terminate
the proceedings upon receipt of this resolution. This is commonly referred to as a City's
veto power over detachments.
Staff has reviewed the action being requested by LAFCO RO 15 -01, to determine what impact, if
any, would result from these actions. The summary is below:

Proposal action before LAFCO:
1) Detach, property from the City of Orange (- 395 sf)
2) Annex to the City of Anaheim ( + 395 sf)
Reason for Action given by applicant: Annex portion of vacated Meyer Street (City of Orange)
into the City of Anaheim to join with remaining portion of parcel located in the City of Anaheim
and to allow development to proceed in one jurisdiction.
City Staff review: Based on existing conditions, the requested detachment is reasonable in that it
would clean -up property lines and the city boundary caused by the previously vacated parcel.
Recommendation
Based on staff's review of this LAFCO reorganization application staff is recommending support
of LAFCO Meyer Reorganization RO 15 -01. This action cleans up city boundary issues and
incorporate all the property into the City of Anaheim.
