Contract with Clean Cut Landscape in the amount of $89,971.00 for installation of an irrigation booster
pump at Eisenhower Park.
2. SUMMARY
Due to insufficient water pressure at Eisenhower Park a new irrigation booster pump will be installed.
This project is consistent with the City's irrigation efficiency efforts, including the future project to install
a Calsense irrigation control system at Eisenhower Park later this year. The pump will allow for greater
efficiency of the Calsense system by providing the ability to deliver the proper amount of water over a
shorter period of time, making it possible to fit watering schedules into limited windows of available time.
3. RECOMMENDED ACTION
Approve Contract and authorize the Mayor and City Clerk to execute on behalf of the City.

Funds are available to cover the cost of the Contract as follows:

7. DISCUSSION and BACKGROUND
Background
Eisenhower Park is a large -scale (16.46 acres) active community park that was acquired in 1969. The park
features a reservable green space, meandering stream, walking paths, tot lot, and a lake for fishing. Often,
as a city's population grows and demand on utilities expands, water pressure that was adequate in the
design and development of a project is not sufficient 20 or 30 years later. This is the case with Eisenhower
Park. The existing irrigation system does not have the adequate water pressure needed to efficiently
operate valves at the outer edges of the park, and a consequence of this is that water cannot be efficiently
delivered to adequately irrigate the landscape. While we endeavor to reduce the amount of water used for
landscape purposes, landscape that is irrigated must be done as efficiently as possible.
Discussion
The new booster pump will be located above - ground and installed on a concrete pad approximately 6'x
5' in size. It is the City's intent to locate the pump in the same enclosure housing the irrigation backflow
device. This new booster pump is consistent with the City's efforts to improve efficiencies in the delivery
of irrigation water, and will become an integral partnering component to the new Calsense irrigation
control system at Eisenhower Park planned for later this year. The current operating pressure for
Eisenhower Park's irrigation system does not allow for maximizing the use of the watering window during
park closure hours from 11:00 pm — 5:00 am. In order to maximize use of the available watering time
window, it is necessary to operate multiple valves concurrently. The proposed booster pump will increase
the operating pressure to the system, allowing for multiple valves to water at the same time, thereby
delivering water to the landscape more efficiently. Paired with the planned installation of a Calsense
weather -based irrigation control system, a more efficient delivery of water to the landscape can occur. By
maximizing the use of available time to water, the Calsense system is able to push the maximum available
water out, optimizing delivery by pairing valves by their water demand. This also improves the ability to
use multiple start times for each zone, maximizing penetration of water into the soil and minimizing
runoff.
The Community Services Department sent out a public /formal bid for this work based on approved plans,
details and specifications (Bid #145 -41 Eisenhower Park Booster Pump Installation). Bids were received
on April 2, 2015 from five qualified contractors. The Community Services Department has selected Clean
Cut Landscape as the lowest responsible bidder to complete this work. The contractor will commence
work on this project on or about June 1, 2015 and said work will be completed in less than 30 working
days.

The amount of the bid received from Clean Cut Landscape is $81,792.00. The Contract provides for a
contingency amount of 10% ($8,179.00) for a total contract amount of $89,971.00. The contingency
amount will only be used in the event of unforeseen conditions and circumstances that may arise during
the course of this job.
