SUBJECT Award of Contract - Bid No. 145 -47; SP -3911; Annual Pavement Maintenance at Various Locations, Fiscal Year 2014 -2015. 2. SUMMARY 7==1 Bids for Annual Pavement Maintenance at Various Locations, FY 2014 -15 were received and opened on April 30, 2015. Four (4) bidders responded to the Notice Inviting Bids. The apparent low bidder is R.J. Noble Company of Orange, CA for $3,864,175.00. 3. RECOMMENDED ACTION Award the contract in the amount of $3,864,175.00 to R.J. Noble Company, and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. GENERAL PLAN IMPLEMENTATION Infrastructure Goal 3.0 Ensure adequate maintenance of public rights -of -way to enhance public safety and improve circulation. Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights - of -way. 1 7. DISCUSSION and BACKGROUND This asphalt concrete overlay and slurry seal project will rehabilitate approximately 60 residential streets, 6 arterial streets, and 1 alley throughout the City. The streets selected for maintenance in accordance with our Pavement Management Plan, generally fall into the "poor to fair" category and require work at this time to prevent total pavement failure and more costly reconstruction in the future. The proposed 6 arterial streets are as follow: 1. Glassell Street from Fwy. 22 to Culver Ave. 2. Meats Avenue from Glassell St. to Railroad tracks 3. Esplanade Street from Chapman Ave. to La Veta Ave. 4. Eckhoff Street from Orangewood Ave. to 370' south of Collins 5. Batavia Street from Katella Ave. to Taft Ave 6. Cannon Street from 960' south of Taft Ave. to Serrano Ave. The scope of rehabilitation consists of, but is not limited to, removal and replacement of the existing pavement, asphalt concrete overlays, removal and replacement of failed sections of curb and gutter, driveways, sidewalks, cross gutters, spandrels, and adjustment of manhole and water valve covers to grade. The City Council previously approved advertisement for bids on April 14, 2015. The bid solicitation was advertised on April 15, 2015 for a period of two weeks, and bids were opened on April 30, 2015. Four (4) bids were received as follows: 1) R.J. Noble Company $3,864,175.00 2) All American Asphalt, Inc. $4,077,077.00 3) Eagle Engineering and Development, Inc. $4,141,172.82 4) Excel Paving, Co. $4,392,221.00 The Engineer's Construction Cost Estimate is at $4,443,801.25 including about 15% for construction engineering and contingency. Construction is scheduled to begin in July 2015 and is expected to be completed within ninety (90) calendar days. 18.
