1. SUBJECT
Award of Contract: Bid No. 145 -45; Lemon Street Storm Drain Improvement Project (D -169).
2. SUMMARY
Bids for Lemon Street Storm Drain Improvement Project were received, and opened on April 23,
2015. Ten (10) bidders responded to the Notice Inviting Bids. The apparent low bidder is
PALP, Inc. of Long Beach, CA in the amount of $130,767. The engineer's estimate including
15% for contingencies and construction engineering is $172,500.
1 3. RECOMMENDED ACTION
Award the contract in the amount of $130,767 to PALP, Inc. of Long Beach, CA and authorize
the Mayor and City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
Funds are available in the following accounts:
220.5022.56330.30068 (Sanitation & Sewer) $ 50,000.00

Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
7. DISCUSSION and BACKGROUND
The bid solicitation was advertised as informal bid procedures on April 1, 2015 for a period of
three (3) weeks. Bids were opened on April 23, 2015, and ten (10) bidders submitted proposals
as follows:
A hydrodynamic separator will be installed at the downstream end of an existing 54" reinforced
concrete pipe (RCP) storm drain line in Holy Family School parking lot south of Lemon Street
and La Veta Avenue intersection that currently discharges into the Santiago Creek. The storm
drain line collects runoff from a 59 acre residential drainage area with heavily tree lined streets
and two private schools. The project area is bounded by Cambridge to the east; La Veta to the
south; Lemon to the west and Walnut to the north. The hydrodynamic separator will capture
trash, sediment, bacteria, organic matter, nutrients, pesticides and other debris to minimize
pollutants that enter the Santiago Creek. Public Works applied and was awarded $150,000 in
funding from the OCTA M2 (Tier 1) call for projects to complete this work.
The proposed storm drain improvement is categorically exempt from the provisions of the
California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing
Facilities" Class 1 (b). The Notice of Exemption has been filed with the County Recorder's
Office.
Construction is scheduled to begin in July 2015 and is expected to be completed within twenty -
one calendar days.
