SUBJECT Appropriate additional funding to cover installation cost of CIP Project #30063, Electric Car Charging Station. 2. SUMMARY Two Electric Car Charging Stations have been installed at the Civic Center parking lot and an additional $10,000 is needed to cover the upgrade of electrical conduit and concrete work. 3. RECOMMENDED ACTION Appropriate $10,000 from the unreserved AQMD (245) fund balance to CIP Project 245.5011.56020.30063 (Electric Car Charging Station) 4. FISCAL IMPACT Funds are budgeted in the Capital Improvement Program and are available in the following accounts after appropriation: 245.5011.56020.30063 (Electric Car Charging Station) $ 10,392 5. GENERAL PLAN IMPLEMENTATION Natural Resources Element Goal 2.0: Protect air, water, and energy resources from pollution and overuse. Policy 2.1: Cooperate with the South Coast Air Quality Management District (SCAQMD) and other regional agencies to implement and enforce regional air quality management plans. Policy 2.2: Support alternative transportation Modes, alternative technologies, and bicycle- and pedestrian - friendly neighborhoods to reduce emissions related to vehicular travel. 7. DISCUSSION and BACKGROUND Due to increased demand from electric and hybrid vehicle owners, the two existing charging stations could no longer meet the needs of the city employees and the public. Public Works applied for and received a $10,000 Grant from the South Coast Air Quality Management District (SCAQMD) last year. This grant, with $10,000 match from City's AB 2766 Air Pollution Reduction fund, was for the installation of two EV charging stations at City Hall. Staff studied the site and evaluated the electric panel serving the two existing EV charging stations (single port). It was clear an upgrade to the wiring from the electric room in the basement to the panel was needed to accommodate the two additional charging stations (dual port). With the two (dual port) new charging stations, the total number of ports (charging connection) available at City Hall is now six. Also, after the new installation, the utilization of the charging stations will no longer be free. All charging stations will be programmed to charge $0.75/hour to cover the electricity and administration costs. The hourly charge will also encourage users to move their vehicle after fully charged. All work done is eligible for use of funds available in AB 2766 Air Pollution Reduction fund. A $10,000 appropriation is needed to cover the cost of the contractor who furnished and installed upgraded wiring and for staff cost replacing the concrete panel. 8.
