SUBJECT Appeal of the City Traffic Commission action approving the installation of red curb markings on Cambridge St. on both sides of the west leg of Adams Ave. 2. SUMMARY On October 8, 2014 the City Traffic Commission (CTC) heard a request for the installation of red curb markings on Cambridge Street on both sides of the west leg of Adams Avenue. After hearing information presented by neighbors both in support and opposition of the request, the CTC approved the installation of the red curb markings per the request. An appeal has been filed asking the City Council to overturn the City Traffic Commission decision of October 8, 2014 approving the request for the installation of red curb markings on Cambridge Street on both sides of the west leg of Adams Avenue. 3. RECOMMENDED ACTION The City Council direct staff to take one of the following actions: 1. Uphold the appeal and direct staff not to install the red curb markings, or 2. Deny the appeal and direct staff to install the red curb markings. 4. FISCAL IMPACT None 5. GENERAL PLAN IMPLEMENTATION Growth Management Goal 1.0 Reduce traffic congestion within the City. Policy 1.10: Apply traffic- calming measures, where appropriate, to residential neighborhoods affected by cut - through traffic in accordance with the City's Residential Neighborhood Traffic Management Program. 7. DISCUSSION and BACKGROUND On October 8, 2014 the City Traffic Commission heard a request for the installation of red curb markings on the west side of Cambridge St. on both sides of Adams Ave. Based on public input, the City Traffic Commission elected to approve the request. Residents spoke in support and in opposition to the request. The proponent of the red curb stated that the lack of sight distance cause him and his family inconvenience as they have to go around the neighborhood to avoid this intersection. The speakers in opposition to the red curb stated that the parking in front of the house at 837 N. Cambridge St. is needed for its 87 year old resident. Some stated that the high demand for on- street parking in the area, particularly on Saturdays is due to the soccer games at the school fields and any more red curb will push the parking further north on Cambridge and away from the fields. Some pointed out that speeding is the main problem on Cambridge and more on- street parking will reduce the speeding, while red curb would open up the street and may increase the speeding. Most of the speakers agreed that the trees and landscaping on the southwest corner of the intersection are creating the sight distance problem for the south side of the intersection. Existin! Conditions Cambridge St. is classified as a Collector road in the study area, which is located between Collins Ave. and Katella Ave. Cambridge St. has a curb -to -curb width of 40 ft. The average daily traffic volume on this segment of Cambridge St. is approximately 6,300 to 6,400 vehicles. Cambridge St. is striped with a single travel lane and a bike lane for each direction. On- street parking is prohibited on Cambridge St. between the hours of 7:00 -9:00 AM and 2:00 -4:00 PM on school days. These are the hours when children would be riding their bikes to and from school. Adams Ave. runs in an east -west direction and is classified as a Residential roadway in the study area. The average daily traffic volume on this leg of Adams Ave. is between 300 and 500 vehicles. Eastbound traffic on Adams Ave. is controlled by a STOP sign. There is a school crosswalk at the subject intersection as well. 2 The subject intersection is located just north of the California Elementary and Yorba Middle Schools athletic fields. Both schools have soccer in the afternoon and on weekends. However, field review indicates that parking demand is moderate on both sides of the street throughout much of the day in the surrounding area Staff has visited the subject area several times through the course of this investigation. Large plants were observed growing in the parkway on the southwest corner of the subject intersection. After the CTC meeting, the City Code Enforcement contacted the property owner to trim the plant material. The sight distance at the intersection has been improved since the plants have been trimmed by the property owner, as shown in the "after" photo. Accident History Our records indicate that there have been no correctible accidents reported in the study area in the past three -year period. Recommendation The CTC approved the installation of the requested red curb and also directed staff to review the existing red curb markings on both sides of Cambridge St. in the area to see if there is any red curb that can reasonably be removed. Staff is currently evaluating the area and will present their recommended red curb reductions for the Traffic Commission's review at their February 11, 2015 meeting. The proponent and all residents within 300 ft. of the study area were notified of the City Council meeting. 8.
