1. SUBJECT
Resolution No. SAORA -018: A Resolution of the City Council of the City of Orange, acting as
the legislative body of the Successor Agency to the Orange Redevelopment Agency approving
the Long -Range Property Management Plan prepared pursuant to Health and Safety Code Section
34191.5, determining that approval of the Long -Range Property Management Plan is exempt
from the California Environmental Quality Act, and taking certain related actions.
2. SUMMARY _771
Under Assembly Bill 1484, the Successor Agency is required to prepare a Long -Range Property
Management Plan ( LRPMP) summarizing the process and disposition of the former Orange
Redevelopment Agency real property assets. The LRPMP must be approved by the Oversight
Board and the State Department of Finance. Preparation of the Draft LRPMP is complete and
details thirteen (13) Real Property Assets of which twelve (12) are recommended for transfer to
the City for governmental use and one (1) Real Property Asset is recommended for disposition by
sale. The Successor Agency approval is requested for transmittal to the Oversight Board.
3. RECOMMENDED ACTION
Approve Resolution No. SAORA -018.
4. FISCAL IMPACT
Upon approval of the LRPMP by the Oversight Board and the State Department of Finance, any
net proceeds from the sale of the properties shall be remitted to the County Auditor - Controller
for distribution to taxing entities.

7. DISCUSSION and BACKGROUND
BACKGROUND
Assembly Bill 1484 ( "AB 1484 ") sets forth obligations and deadlines for redevelopment wind -
down activities, including specific language in Health and Safety Code Section 34191.5 with
respect to preparation of a Long -Range Property Management Plan ( LRPMP). The LRPMP is
one of the final requirements to redevelopment wind -down. The Successor Agency is required to
submit its LRPMP detailing disposition and use of its former real properties within six months
following receipt of a Finding of Completion. The Orange Successor Agency received its Finding
of Completion on June 12, 2014.

As required by AB 1484, the Successor Agency must prepare a LRPMP and submit to the
Oversight Board and the State Department of Finance (DOF) for approvals. The LRPMP must
include a comprehensive property inventory with the following information:
A. Purpose of Acquisition.
B. Parcel Data.
C. Current Value.
D. Revenue Generated.
E. History of environmental contamination or remediation.
F. Potential for transit - oriented development and the advancement of the planning
objectives.
G. History of Development Proposals and Activity.
H. Use or disposition of Properties in the Community Redevelopment Property Trust Fund.
AB 1484 defines four (4) permissible uses of the former real properties summarized as: 1)
retention of property for governmental use; 2) retention of property for future development; 3)
sale of property; and 4) use of property to fulfill an enforceable obligation.
Summary of Comprehensive Property Inventory
At time of redevelopment dissolution, the former Orange Redevelopment Agency owned twenty -
three (23) properties. On November 5, 2013, DOF approved the transfer of ten (10) properties
designated as governmental use to the City. The LRPMP details the remaining thirteen (13) Real
Property Assets by Use Categories defined in AB 1484. A total of twelve (12) properties have
been identified for governmental use and /or future development for governmental purposes. One

property has been identified for disposition and the LRPMP directs use of the sale proceeds to
distributed as property tax to taxing entities.
These Real Property Assets are further described below:
As provided for in the Orange Merged and Amended Redevelopment Plan and the Agency's
Five -Year Implementation Plan, the real property assets held by the Orange Redevelopment
Agency were acquired for the purposes of supporting governmental use and /or future
governmental uses in the areas of future public facilities such as water well facilities, public
parking, library services, fire facilities, and other related civic center uses.
The Draft LRPMP is presented to the Successor Agency for approval prior to submittal to the
Oversight Board. Following approval of the LRPMP by the Oversight Board and the DOF,
formal action by the Successor Agency to transfer the real properties listed in the LRPMP will
occur at a future meeting date.

RESOLUTION NO. SAORA -018
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ORANGE, ACTING AS THE LEGISLATIVE BODY OF THE
SUCCESSOR AGENCY TO THE ORANGE REDEVELOPMENT
AGENCY APPROVING THE LONG RANGE PROPERTY
MANAGEMENT PLAN PREPARED PURSUANT TO HEALTH AND
SAFETY CODE SECTION 34191.5, DETERMINING THAT APPROVAL
OF THE LONG -RANGE PROPERTY MANAGEMENT PLAN IS
EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY
ACT, AND TAKING CERTAIN RELATED ACTIONS
WHEREAS, pursuant to Health and Safety Code Section 34175(b) and the California
Supreme Court's decision in California Redevelopment Association, et al. v. Ana Matosantos, et
al. (53 CalAth 231(2011)), on February 1, 2012, all assets and properties of the former Orange
Redevelopment Agency (the "Former RDA ") transferred to the control of the Successor Agency
to the Orange Redevelopment Agency (the "Successor Agency ") by operation of law; and
WHEREAS, pursuant to Health and Safety Code Section 34191.5(b), the Successor
Agency must prepare a long range property management plan (the "LRPMP ") which addresses
the disposition and use of the real properties (and interests in real property) of the Former RDA;
and
WHEREAS, the LRPMP must be submitted to the Oversight Board of the Successor
Agency (the "Oversight Board ") and the Department of Finance (the "DOF ") for approval no
later than six months following the issuance by DOF to the Successor Agency of a finding of
completion pursuant to Health and Safety Code Section 34179.7; and
WHEREAS, the DOF issued a finding of completion to the Successor Agency on June
12, 2014; and
WHEREAS, the Staff of the Successor Agency has prepared and submitted to the Board
of the Successor Agency's LRPMP attached hereto as Exhibit A , which addresses the disposition
and use of the real properties (and interests in real property) of the Former RDA and includes the
information required pursuant to Health and Safety Code Section 34191.5(c);
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ORANGE,
ACTING AS THE LEGISLATIVE BODY OF THE SUCCESSOR AGENCY TO THE
ORANGE REDEVELOPMENT AGENCY, HEREBY FINDS, DETERMINES,
RESOLVES, AND ORDERS AS FOLLOWS:
Section 1. The above recitals are true and correct and are a substantive part of this
Resolution.
