SR - RES-10832 - COMMENDATION THIRTY YEARS SERVICERESOLUTION NO. 10832 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE EXPRESSING APPRECIATION TO OFFICER KEN ADAMS OF THE POLICE DEPARTMENT FOR 30 YEARS OF LOYAL AND DEDICATED SERVICE TO THE CITY OF ORANGE WHEREAS, Ken began his career with the Orange Police Department as a Police Explorer in 1978 and was hired as a Police Cadet in April 1981. In June of 1984, Ken became a Reserve Police Officer and finally, in September 1987, his dream was realized when he was hired as a fulltime police officer with the City of Orange; and WHEREAS, upon graduation from the Los Angeles County Sherriff's Academy on March 4, 1988, Ken began his career as a patrol officer and served as a Field Training Officer; and WHEREAS, On July 17, 1994, Ken transferred to the Traffic Bureau. His duties in Traffic have included fatal and major traffic accident investigations, hit and run follow up, commercial vehicle enforcement, and oversight of the police tow company program; and WHEREAS, Ken is a nationally recognized expert on commercial vehicle safety and teaches on the topic around the country; and WHEREAS, Ken was selected as the Officer of the Quarter for the fourth quarter of 2004 due in large part to his efforts as the department's commercial enforcement officer. He was elected to the position of vice - president of the Orange County Taxi Authority Program in 2009 and served as the vice - president of the City of Orange Police Association from 2008 to 2012; and WHEREAS, in December 2012, Ken was recognized by the District Attorney's Office for his diligence on an illegal towing investigation. His perseverance and painstaking review of documents revealed a tow company based outside of the city was illegally towing vehicles from an apartment complex. Ken determined the business owner had forged the tow authorization and dissuaded a witness from reporting the crime. Ken's in depth investigation became a crucial part of a larger conspiracy case the District Attorney was already prosecuting; and WHEREAS, for the past 14 years, Ken has been the "go to" guy in the Traffic Bureau. His law enforcement connections throughout the county have been an invaluable resource; and WHEREAS, Ken has always represented the City of Orange and the Police Department in an honorable manner. His actions as a police officer have generated numerous commendations from citizens, police supervisors and supervisors from other City of Orange departments. These commendations have highlighted Ken's professionalism, compassion, and tenacity. He is the first person those in need want to see and the last one criminals want on their trail; and NOW, THEREFORE, I, Teresa E. Smith, Mayor of the City of Orange, on behalf of the entire City Council, do hereby commend Officer Ken Adams for his 30 years of distinguished and honorable service to the Orange Police Department and to the citizens of Orange.
