1. SUBJECT
Resolution No. 10825 — A Resolution of the City Council of the City of Orange authorizing application
for all CalRecycle Grants for which the City of Orange is eligible.
2. SUMMARY
The Department of Resources Recycling and Recovery (CalRecycle) is providing competitive
grant funding to Local Agencies for use in rehabilitating their streets and roadways with asphalt
rubber hot mix pavement. Resolution No. 10825 is required to be adopted as part of the
application package for the Rubberized Pavement Grant Program from CalRecycle.
3. RECOMMENDED ACTION
Approve Resolution No. 10825, and authorize the Mayor to execute on behalf of the City.
4. FISCAL IMPACT
There is no impact to the budget at this time. If the City's application is approved by the
Department of Resources Recycling and Recovery (CalRecycle), the City will receive grant
funding to offset a portion of the street rehabilitation projects' costs.

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 3.0: Ensure adequate maintenance of public rights -of -way to
enhance public safety and improve circulation.
Policy 3.1: Continue to maintain and repair sidewalks and pavement surfaces on public rights -
of -way.
1 7. DISCUSSION and BACKGROUND
The Department of Resources Recycling and Recovery (CalRecycle), will award grants to Public
entities involved in activities and applications that result in reduced landfill disposal or
stockpiling of waste tires. The Grants will be awarded on a competitive basis, based on the
amount of Rubberized Asphalt Concrete (R.A.C.) being used and the differential cost of using
R.A.C. in lieu of conventional asphalt concrete. Under CalRecycle grant guidelines, candidate
projects must utilize a minimum of 3,500 tons of R.A.C.
A combination of several rehabilitation projects in the City's Capital Improvement Program will
meet this minimum tonnage project criterion. Approximately 15,260 tons of R.A.C. will be used
for the rehabilitation of portions of Tustin Street, Katella Avenue, Meats Avenue, Glassell Street,
Eckhoff Street, and Batavia Street.
Staff recommends applying for competitive Rubberized Pavement grant funds for these projects.
The City is requesting $106,820 for these projects through the Grant Program.

RESOLUTION NO. 10825
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE AUTHORIZING APPLICATION
FOR ALL CALRECYCLE GRANTS FOR WHICH THE
CITY OF ORANGE IS ELIGIBLE FOR FISCAL YEAR
2014 -15 TO FISCAL YEAR 2018 -2019
WHEREAS, Public Resources Code sections 40000 et seq. authorize the Department
of Resources Recycling and Recovery (CalRecycle) to administer various Grant Programs
(grants) in furtherance of the state of California's (State) efforts to reduce, recycle and reuse
solid waste generated in the State thereby preserving landfill capacity and protecting public
health and safety and the environment; and
WHEREAS, in furtherance of this authority CalRecycle is required to establish
procedures governing the application, awarding, and management of the grants; and
WHEREAS, CalRecycle grant application procedures require, among other things,
an applicant's governing body to declare by resolution certain authorizations related to the
administration of CalRecycle grants.
WHEREAS, if awarded a grant, the City of Orange will enter into an agreement with
the State of California for development of the project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Orange as follows:
Section 1. The City Council has reviewed and authorizes the submittal of
application(s) to CalRecycle for all grants for which the City of Orange is eligible.
Section 2. The City Engineer of the City of Orange or his designee, is hereby
authorized and empowered to execute in the name of the City of Orange all necessary
applications, contracts, agreements, amendments, and payment requests hereto for the
purpose of securing grant funds and to implement and carry out the purposes specified in the
grant application.
