Resolution No. 10824 — A Resolution of the City Council of the City of Orange approving the
application for the Housing Related Parks (HRP) Grant to include the amount of the final grant
award.
2. SUMMARY
Due to an error by the HRP Program staff, Resolution No. 10758 adopted February 11, 2014
authorizing staff to apply to the California State Department of Housing and Community
Development for the Housing Related Parks (HRP) Grant will need to be amended by adoption
of Resolution No. 10824 to include the final grant award amount. The grant funds will be used
for the following park projects: purchase and installation of new tot lot equipment at Handy Park,
purchase and installation of exercise circuit equipment at Grijalva Park, and purchase and
installation of shade sails for the tot lot at Belmont Park.

4. FISCAL IMPACT
There is no impact to the General Fund. The City has been awarded the HRP grant. Once the new
resolution is approved, the City would receive funds in the amount of $484,000. No match is
required.

City residents.
7. DISCUSSION and BACKGROUND
Background
The Housing Related Parks (HRP) Program, funded by Proposition IC (the Housing and
Emergency Shelter Trust Fund Act of 2006), rewards cities and counties for building affordable
housing by providing grants for park capital projects within the grantee's jurisdiction. The
Program awards funds on a per- bedroom basis for each residential unit affordable to very low -
income and low- income households permitted during the designated Program years (2010 —
2013). In addition, several bonus awards are available, based on infill location, general plan
consistency with regional plans, and park projects in disadvantaged or park deficient
communities. The Program provides funds for parks and recreation projects that benefit the
community and improve the quality of life for City of Orange residents. HRP Program grants
may be used for the creation, development, or rehabilitation of park and recreation facilities, such
as sports fields, play structures, recreational trails, and park landscaping. Grand funds must be
spent within two years of grant award. A total of $25 million is available statewide for the 2013
funding round.
Discussion
On February 11, 2014, the City Council adopted Resolution No. 10758 authorizing staff to apply
to the California State Department of Housing and Community Development for a Housing
Related Parks (HRP) Grant in the amount of $469,500 to be used for several park improvement
projects. This amount was the maximum amount that the City could qualify for using the
application guidelines. Refer to Attachment 2 for the previous City Council agenda report and
signed resolution.
On July 1, 2014, the State HRP Program Manager announced that the City of Orange was one of
109 applicants awarded a grant under the HRP Program. The amount of the award is $484,000
which is $14,500 more than the grant application. The State HRP Program Manager has recently
informed staff that the City's authorizing resolution must be amended due to the State's error in
not requiring the grant award amount be included in the original resolution. A new resolution,

amending Resolution No. 10758 needs to be submitted to the State before the grant agreement
can be processed for funding.

RESOLUTION NO. 10824
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ORANGE AUTHORIZING THE
EXECUTION OF STATE STANDARD AGREEMENT
FOR HOUSING RELATED PARKS GRANT.
WHEREAS, The State of California, Department of Housing and Community
Development (Department) issued a Notice of Funding Availability dated October 2, 2013
(NOFA), under its Housing - Related Parks (HRP) Program; and
WHEREAS, by Resolution No. the City of Orange (Applicant) was authorized to
apply for a HRP Program grant and submitted the 2013 Designated Program Year Application
Package released by the Department for the HRP Program; and
WHEREAS, Applicant has now been advised that it has been awarded said grant in the
amount of $484,000 under the HRP Program, subject to the terms and conditions of the NOFA,
Program Guidelines, Application Package, and Standard Agreement.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ORANGE
DOES HEREBY RESOLVE AS FOLLOWS:
1. Applicant is hereby authorized and directed to enter into, execute, and deliver a
State of California Standard Agreement (Standard Agreement), for an HRP Program
Grant in the amount of $484,000 and any and all other documents required or
deemed necessary or appropriate to secure the HRP Program Grant from the
Department, and all amendments thereto (collectively, the "HRP Grant
Documents "); and
2. Applicant shall be subject to the terms and conditions as specified in the Standard
Agreement. Funds are to be used for allowable capital asset project expenditures to
be identified in Exhibit A of the Standard Agreement. The application in full is
incorporated as part of the Standard Agreement. Any and all activities funded,
information provided, and timelines represented in the application are enforceable
through the Standard Agreement. Applicant hereby agrees to use the funds for
eligible capital asset(s) in the manner presented in the application as approved by
the Department and in accordance with the NOFA and Program Guidelines and
Application Package; and
3. That the Community Services Director or its designee is authorized to execute in the
name of Applicant the HRP Grant Documents as required by the Department for
participation in the HRP Program; and
