SR - RES-10822 - MEASURE M2 REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM1. SUBJECT Resolution No. 10822 A Resolution of the City Council of the City of Orange approving the submittal of improvement projects for funding by the Orange County Transportation Authority (OCTA) under the competitive Measure M2 Regional Traffic Signal Synchronization Program. 2. SUMMARY Adoption of Resolution No. 10822 will enable OCTA to allocate funds for the City of Orange Local Signal Synchronization Plan projects included in the Regional Traffic Signal Synchronization Program. 3. RECOMMENDED ACTION Adopt Resolution No. 10822. 4. FISCAL IMPACT None. 5. GENERAL PLAN IMPLEMENTATION Circulation & Mobility Goal 1.0 Provide a safe, efficient, and comprehensive circulation system that serves local needs, meets forecasted demands, and sustains quality of life in neighborhoods. Policy 1.2: Identify key intersections and streets with historical or projected traffic congestion problems and apply creative traffic management measures to improve overall circulation. 7. DISCUSSION and BACKGROUND On December 14, 2010, the City Council adopted Resolution No. 10523 to approve the City's Local Signal Synchronization Plan (Local Plan) as part of the Measure M2 Eligibility Process. The Local Plan identifies traffic signal synchronization routes including all elements of the Regional (countywide) Signal Synchronization Network located within the City. The Orange County Transportation Authority issued a call for projects for Regional Traffic Signal Synchronization Program to coordinate traffic signals across jurisdictional boundaries in the county. The City of Orange is coordinating with neighboring agencies on two project funding applications as follows: 1) Chapman Avenue Corridor between Cliffway Drive in the City of Orange, and Valley View Street in the City of Garden Grove. This project is in collaboration with the City of Garden Grove. 2) Main Street Corridor between First Street in the City of Santa Ana, and Taft Avenue in the City of Orange. This project is in collaboration with the City of Santa Ana. All agencies are required to provide a minimum of 20 percent matching funds for these projects. By adopting Resolution No. 10822 the City Council requests OCTA allocate the funds necessary for the implementation of the Regional Traffic Synchronization Program within each local agency's jurisdiction. The Resolution will also authorize the Public Works Director to submit synchronization projects for funding consideration under the Comprehensive Transportation Funding Program. 8. ATTACHMENTS • Resolution No. 10822 JD /af:pt E�7 Measure M2 Regional Traffic Signal Synchronization Program [N: /Admin /Then /Traffic Council Items /2014 Reports/November] 2 RESOLUTION NO. 10822 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ORANGE APPROVING THE SUBMITTAL OF IMPROVEMENT PROJECTS FOR FUNDING BY THE ORANGE COUNTY TRANSPORTATION AUTHORITY UNDER THE COMPETITIVE MEASURE M2 REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROGRAM WHEREAS, the City of Orange (the "City ") is a municipal corporation, which exercises governmental functions and powers and is organized and existing under the laws of the State of California; and WHEREAS, the City of Orange has been declared by the Orange County Transportation Authority ( "OCTA ") to meet the eligibility requirements to receive revenues as part of Measure M2; and WHEREAS, the Orange County Transportation Authority ( "OCTA ") has developed the Regional Traffic Signal Synchronization Master Plan ( "Master Plan ") to identify traffic signal synchronization street routes and traffic signals within and across jurisdictional boundaries, and defines the means of implementing the M2 Regional Traffic Signal Synchronization Program (the "Program "); and WHEREAS, the Master Plan will utilize an anticipated $450,000,000 from M2 funds and will synchronize 2,000 signalized intersections, covering over 800 miles of Orange County streets, to maintain traffic signal synchronization, improve traffic flow, and reduce congestion across jurisdictions; and WHEREAS, the City of Orange has adopted a Local Signal Synchronization Plan consistent with the Master Plan as a key component of local agencies' effort to synchronized traffic signals across local agencies' boundary; and WHEREAS, the City of Orange will provide matching funds for each project as required by the Comprehensive Transportation Funding Program Procedures Manual; and WHEREAS, the City of Orange will not use Measure M2 funds to supplant Developer Fees or other commitments; and WHEREAS, the City of Orange desires to implement the multi - jurisdictional synchronization projects listed herein. NOW, THEREFORE, the City Council of the City of Orange resolves on the basis of the facts set forth in the agenda report presented to it and any testimony received at the meeting at which this matter was considered, as follows: Reso.
