Purchase of a new Major Accident Investigation Team (MAIT) reconstruction system produced
by FARO Technologies.
2. SUMMARY
MAIT currently uses the SOKKIA laser device to obtain exact measurements at accident scenes
that are used to create detailed diagrams. This equipment is ten years old and the manufacturer
no longer makes factory replacement parts or batteries for the device. Scene diagramming
technology has advanced to a point where it would be beneficial to upgrade the reconstruction
system.
13. RECOMMENDATION
1. Appropriate $65,734.17 from account 100.4031.45290.20230, FY 13 Board of State and
Community Corrections (BSCC) Local Assistance Funding, to account 100.4041.55131.20230,
Traffic - Equipment -2013 BSCC.
2. Appropriate $14,318.83 from account 100.4031.45290.20214, FY 14 Board of State and
Community Corrections (BSCC) Local Assistance Funding, to account 100.4041.55131.20214,
Traffic Equipment -2014 BSCC.
3. Authorize the purchase of the Focus 3D -X330 reconstruction system from Faro
Technologies, Inc. as a sole source vendor in the amount of $80,053.
4. FISCAL IMPACT Upon appropriation, funds will be available to cover the cost of
the purchase of the reconstruction system as follows:

6. GENERAL PLAN IMPLEMENTATION
Public Safety Goal 6.0 Provide public safety services of the highest quality.
Policy 6.1: Provide the Police Department with adequate personnel, equipment and state -of the
art- technology to effectively combat crime, meet existing and projected service demands, and
provide crime prevention programs. These resources should be provided prior to anticipated
needs.
7. DISCUSSION and BACKGROUND
The SOKKIA accident reconstruction system used by the Police Department is over 10 years old.
In addition to being cumbersome to set -up, replacement parts and batteries are no longer
manufactured. As scene diagramming technology has advanced over the last decade, it would
benefit the Department to upgrade its reconstruction equipment to a system that utilizes 3D
measurements and imaging.
The Department contacted the following police departments who use the system: Carlsbad, Long
Beach, and Irvine. Both Carlsbad and Long Beach are currently using the system and have
positive recommendations. Irvine has ordered the equipment as is awaiting delivery. During
their research, the afore - mentioned agencies contacted the Secret Service, FBI, Ohio State
Highway Patrol, and local agencies in Texas and Florida who all highly recommended the
system.
The FARO System will provide accurate data collection and precise reconstruction at traffic
collision scenes and non - traffic crime scenes; produce quality evidence for successful
prosecutions; and reduce the time required to document a scene. The Department would like to
purchase the reconstruction system from FARO Technologies, Inc. in the amount of $80,053 as a
sole source vendor.
