1. SUBJECT
Purchase of Sodium Hypochlorite for various City of Orange Well Sites from Waterline
Technologies, Inc. on an "as needed" basis for Fiscal Year 2014/2015
2. SUMMARY
This is a request that the City Council authorize the purchase of Sodium Hypochlorite for water
disinfection purposes from Waterline Technologies, Inc. in the amount not to exceed $55,000.00.
3. RECOMMENDED ACTION
Authorize purchase of Sodium Hypochlorite on an "as needed" basis from Waterline
Technologies, Inc. in the amount not to exceed $55,000.00.

6. GENERAL PLAN IMPLEMENTATION
Infrastructure Element Goal 6.0: Ensure water, sewer, and storm drain systems that meet the
needs of residents and businesses.
Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
Economic Development Element Goal 6.0: Provide sufficient infrastructure to support
anticipated economic development and growth.
Policy 6.1: Provide public improvements to support commercial, industrial and institutional uses.
7. DISCUSSION and BACKGROUND
The Department of Public Health requires all public water systems to add chlorine to the
distribution system for disinfection purposes. As a result, the Water Division has a continuous
need to inject liquid chlorine (Sodium Hypochlorite) at sixteen (16) water well sites and various
reservoirs throughout the year. Based on previous chlorine consumption and the projected
groundwater production, it is estimated that approximately 55,000 gallons of liquid chlorine will
be used throughout the year.
In August 2012, the Water Division worked together with other water agencies and the Orange
County Water District (OCWD) to negotiate with chlorine vendors using the collective
purchasing power. Waterline Technologies, Inc. was one of the vendors on the list with the
lowest pricing available of $0.97 per gallon. Staff requests that the City Council authorize the
ongoing purchase of Sodium Hypochlorite for water disinfection purposes, on an "as needed"
basis from Waterline Technologies, Inc. in the amount not to exceed $55,000.00. The Water
Division will continue to monitor both the cost and alternative available vendors to ensure that
we are getting the best possible price.
