1. SUBJECT
Award of Contract for Bid No. 145 -03; Glassell Street and Palm Avenue intersection Traffic
Signal Installation Project (SP- 3726).
2. SUMMARY
The bids for the intersection of Glassell Street and Palm Avenue Traffic Signal Installation
Project were received and opened on October 16, 2014. The apparent low bidder is Elecnor
Belco Electric, Inc. ( Belco) of Chino for $293,000.00. The total estimated construction costs
including 15% contingencies and construction engineering is $336,950.00
3. RECOMMENDED ACTION
1) Authorize the appropriation of $ 17,031.00 from the 284 unreserved fund balances to
expenditure account no. 284.5032.56100.16086.
2) Accept into the City's revenue budget a $209,919.00 share contribution from Chapman
University, into revenue account number 550.5032.45570.16086, Glassell and Palm Traffic
Signal.
3) Authorize the appropriation of $ 209,919.00 into expenditure account no. 550-
5032.56100.16086 as Chapman University's share of construction costs.
4) Award the contract in the amount of $293,000.00 to Belco, and authorize the Mayor and the
City Clerk to execute on behalf of the City.

Policy 1.2: Identify key intersections and streets with historical or projected traffic congestion
problems and apply creative traffic management measures to improve overall circulation.
7. DISCUSSION and BACKGROUND
The City Council approved authorization to advertise the project for construction bids on
September 9, 2014. Bid solicitation was advertised on September 17, 2014 for a period of three
weeks, and was extended a week in consideration of an addendum. Nine (9) bids were received
and opened on October 16, 2014 as follows:

Belco's proposal complies in all material respects to the bid solicitation and is a responsible
bidder. Reference check with the City of Victorville, County of Riverside, and Falcon
Engineering Services for the San Bernardino Associated Government gave positive reviews of
Belco's performance on its respective traffic signal projects.
The total estimated construction costs including the contract, contingencies (10 %), and
construction engineering is (5 %) is $336,950.00, while available funds is $110,000.00. Staff is
recommending additional appropriations of $17,031.00 from unreserved 284 Funds, and
$209,919.00 representing Chapman University's fair -share contribution (62.3 %) of construction
costs. The fair -share contribution is specified in the Chapman University Specific Plan
Amendment No. 5.

The construction of the traffic signal at the intersection features decorative traffic signal poles
consistent with the standards of the Old Towne Master Plan of Lighting. The scope of
construction includes installation of controller, cabinet, service, CCTV camera, emergency
vehicle preemption, loop detectors, LED luminaires, vehicle and pedestrian signal heads, street
name signs, ADA- compliant sidewalk access ramps, Accessible (Audible) Pedestrian Signal
(APS) system, and signing and striping. Signal timing at the intersection highlights an exclusive
pedestrian scramble phase. The exclusive pedestrian phase stops all vehicular movement and
allows pedestrians access to cross in any direction at the intersection, including diagonally.
The construction of the proposed traffic signal will not have any negative impact to the area's
on- street parking. On the contrary during design, staff was able to remove some of the existing
red curb to provide consistency with the proposed striping on Glassell Street and create 6
additional on- street parking spaces between Palm Avenue and Sycamore Avenue.
The installation of a traffic signal at Glassell Street at Palm Avenue was identified as a
mitigation measure for the Chapman University Specific Plan and was addressed in certified
Final Environmental Impact Report (FEIR) No. 1717 -03 for the Specific Plan. The traffic signal
is within the scope of the previously- approved project. Therefore, nothing further is warranted or
required for CEQA compliance purposes. Notwithstanding, the project meets the criteria for a
categorical exemption under Class 1, Existing Facilities (CEQA Guidelines Section 15301). The
exemption applies because the project involves minor alteration of the existing street system
(adding a traffic signal to an existing stop controlled intersection within existing street right of
way) involving negligible or no expansion of the existing use. A Notice of Exemption was filed
with the County Clerk on September 17, 2014 following Council authorization to bid the project
for construction.
Construction is scheduled to start early 2015 and is expected to be completed within 120
calendar days including the delivery of materials and equipment.
