SUBJECT Award of contract for Bid No. 145 -21; Installation of network cabling for Civic Center Administration, Public Works, Community Services, Corporation Yard Fleet, and other City off - campus buildings Project (SP- 3893). 2. SUMMARY The bids for furnishing and installing horizontal structured network cabling for voice and data applications were received and opened on November 13, 2014. Seven (7) bidders responded to the Notice Inviting Bids. The apparent low bidder is GA Technical Services, Inc., of Ranco Cucamonga, CA for $166,949.93. The Engineer's construction estimate including 15% for contingencies and construction engineering is $400,000. 3. RECOMMENDED ACTION Award the contract in the amount of $166,949.93 to GA Technical Services, Inc., and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. FISCAL IMPACT Funds are budgeted and available in the following account: 790.1601.56033.19640 (Info Tech Upgrades) $400,000 5. STRATEGIC PLAN GOAL(S) 4b. GENERAL PLAN IMPLEMENTATION Infrastructure Element Goal 4.0 Ensure adequate provision of electricity, natural gas, telephone and data services and cable television. Policy 4.3: Promote the use of new and emerging communication technologies. 1 7. DISCUSSION and BACKGROUND The City has a disparity of network cabling infrastructure varying from category 3 to category 6 specifications. The requested network cabling installation will narrow the disparity of the City's overall network cabling infrastructure. Upon completion, the entire network cabling infrastructure will have the capacity to support 1 Gbps (gigabit per second) for every network node. It will enable the City to provide more capacity for applications such as voice, data, and video over the network. The bid solicitation was advertised on October 15, 2014 for a period of four weeks, and bids were opened on November 13, 2014. Seven received bids are as follows: 1) GA Technical Services, Inc., Rancho Cucamonga $ 166,949.93 2) Inter - Pacific Corporation, Irvine $ 231,786.25 3) Rocky Mountain Communications Inc., Loveland, CO $ 271,900.00 4) Veterans Communication Services, Ontario $ 326,709.37 5) ITI Cabling, San Diego $ 351,304.84 6) AAA Solar Electric Inc., Anaheim $ 380,658.82 7) Telenet Voip, Inc., El Segundo $ 458,303.00 The total estimated cost including 15% for contingencies and construction engineering is $400,000. Implementation is anticipated to begin late December with an expected duration of 90 calendar days. 8.
