1. SUBJECT
Award of Contract: Bid No. 145 -20; Shaffer Street Storm Drain Improvement Project (D -168).
2. SUMMARY
Bids for Shaffer Street Storm Drain Improvement Project were received, and opened on October
16, 2014. Seven (7) bidders responded to the Notice Inviting Bids. The apparent low bidder is
David T. Wasden, Inc. of Riverside, CA in the amount of $82,000. The total estimated
construction cost including 15% for contingencies and construction engineering is $95,000.
1 3. RECOMMENDED ACTION
Award the contract in the amount of $82,000 to David T. Wasden, Inc. of Riverside, CA and
authorize the Mayor and City Clerk to execute on behalf of the City.
4. FISCAL IMPACT
Funds are available in the following accounts:

needs of residents and businesses.

Policy 1.1: Provide sufficient levels of water, sewer, and storm drain service throughout the
community.
7. DISCUSSION and BACKGROUND
The bid solicitation was advertised as informal bid procedures on October 2, 2014 for a period of
two (2) weeks. Bids were opened on October 16, 2014, and seven (7) bidders submitted
proposals as follows:
A Continuous Deflective Separation (CDS) hydrodynamic separator will be installed at the
downstream end of an existing 54" reinforced concrete pipe (RCP) storm drain line on Shaffer
Street that currently discharges into the Santiago Creek. The storm drain line collects runoff from
a 60 acre residential drainage area with heavily tree lined streets and two private schools. The
project area is bounded by Cambridge to the east; Shaffer to the west; La Veta to the south; and
Almond to the north. The CDS unit will capture trash, sediment, bacteria, organic matter,
nutrients, pesticides and other debris to minimize pollutants that enter the Santiago Creek.
Public Works applied and was awarded $111,750 in funding from the OCTA M2 (Tier 1) call
for projects to complete this work.
The total estimated construction cost including 15% for contingencies and construction
engineering is $95,000.
The proposed storm drain improvement is categorically exempt from the provisions of the
California Environmental Quality Act (CEQA) under CEQA guidelines Section 15301 "Existing
Facilities" Class 1 (b). The Notice of Exemption has been filed with the County Recorder's
Office.
Construction is scheduled to begin in January 2015 and is expected to be completed within thirty
calendar days.
