SUMMARY This agreement is to provide roof repair, roof penetration sealing, and adding Sarnafil roofing membrane around the roof perimeter of the Sports Center roof. 3. RECOMMENDED ACTION • Appropriate $20,458.00 from unreserved fund balance in Fund 511 (Park Acquisition and Development) to account 511.7021.56020.11606 (Gymnasium/Sports Center) and; • Approve agreement and authorize the Mayor and City Clerk to execute on behalf of the City. 4. FISCAL IMPACT Upon appropriation, funds will be available to cover the cost of the agreement as follows: 511.7021.56020.11606 (Gymnasium/Sports Center) $21,487.00 550.7021.56020.11606 (Gymnasium/Sports Center) $12,013.00 5. Policy 5.1 Maintain existing City parks at levels that provide maximum recreational benefit to City residents. 7. DISCUSSION and BACKGROUND Background The Grijalva Park Sports Center construction was completed in 2010. Upon its completion, leaks from the roof were discovered with the first rain. Several partially successful attempts during the warranty period were made by the original roofing company to correct the problems. Some improvements were made, but numerous leaks persist. The original roofing company has since gone out of business, and the warranty period has expired. Funds were withheld from the contractor of record upon final closeout of the construction project for the Sports Center as a result of construction deficiencies in multiple areas of the project including the roof. Subsequently, the Community Services Department contracted independently to repair most of the deficient or faulty work however most of the funds retained to complete the work have now been exhausted. The roof repairs are the final work necessary to address the deficient construction at the Sports Center. Discussion In early 2014 the Community Services Department began working with a roofing consultant to find a solution to the problem. With the help of the consultant, and the roofing material manufacturer, staff wrote a specification for the needed repairs and sent out a bid request to five pre - qualified roofing companies. Two bids were received. The lowest responsible bid was received from Best Contracting Services, Inc. in the amount of $29,130.00. Staff recommends award of a contract to Best Contracting Services, Inc. in the amount of $29,130.00, and include a 15% contingency of $4,370 for unforeseen circumstances, for a total not to exceed contract amount of $33,500.00. Upon Council approval and execution of the agreement, the contractor will begin work immediately on the project to repair the leaks in the roof. The projected timeline for completion is 30 days. 8.
