7. DISCUSSION and BACKGROUND
In 2013, OCTA issued a call for projects for coordinating traffic signals across multiple
jurisdictional boundaries as part of the Renewed Measure M (M2) Regional Traffic Signal
Synchronization Program Project P. The program's objective is to enhance countywide traffic
flow and reduce congestion.
In response to the call, the City of Anaheim with the participation of the City of Orange applied
for and was awarded Project P funds for the implementation of traffic signal synchronization
along the Orangewood Avenue Corridor. The corridor spans approximately 3 miles and 15
signalized intersections (4 intersections in Orange) starting at Harbor Blvd in the City of
Anaheim and ending at Batavia Street in the City of Orange.
The project will include elements identified in the application including hardware upgrades to
traffic controllers, controller cabinets, CCTV camera, and emergency vehicle preemption units.
The estimated total project cost is $854,670. The participating agencies agree to a combined
cash and in -kind match (staffing, equipment purchase, maintenance) of $172,746 representing
twenty percent (20 %) of the total project costs. Orange's participating total costs is $49,696 in
the form of cash, staffing support and maintenance throughout the 3 -year grant period.
The cooperative agreement describes the duties and responsibilities including funding obligations
of all the participating agencies. The City of Anaheim was designated and agreed to act as the
implementing agency to carry out project implementation. Participating agencies will be
responsible for coordinating the installation of elements in their jurisdictions during the course of
the project and on -going maintenance and operation after the three -year grant period. When
completed, vehicular traffic in a synchronized corridor will often pass through a series of green
lights before stopping.
