SUBJECT Purchase of two Public Safety Vehicles for Orange Fire Department. 2. SUMMARY Purchase of two ambulances for the Orange Fire Department from Braun Industries, located in Van Wert, Ohio, through a cooperative purchasing agreement (CPA). 3. RECOMMENDED ACTION Authorize the purchase of two Class -One Ambulances from Braun Industries, located in Van Wert, Ohio in the amount of $ 532,751.04 2. Authorize the City Manager to surplus the replaced vehicles. Total expenditure for two Fire Department Vehicles is $ 532,751.04 4. FISCAL IMPACT Funds are available for these vehicles in the following account: 720.5023.55212.00000 Vehicle Replacement Fund $ 544,000.00 1 5. STRATEGIC PLAN GOAL(S) 1 a. DISCUSSION and BACKGROUND The most recent purchases of ambulances took place in March, 2009 (June 24, 2008 Council) with the purchase of three ambulances. During review of the current vehicle replacement list, it was determined that the purchase of two ambulances was necessary. The aforementioned vehicles were placed on the approved vehicle replacement list in the fiscal year 2014 -15 (FY) as indicated below: FY 14/15: Two ambulances for Orange Fire Department replacing two 2007 Horton Ambulances originally purchased in 2006. Fleet Services and the City's Finance/Purchasing Department coordinated on the purchasing method for these vehicles. Based on these discussions and review of the best available purchasing options it was determined that the purchase of two Braun Industries Ambulances for the Orange Fire Department will be completed using a CPA with HGACBuy, Contract No. AM10 -14 through Braun Industries in Van Wert, Ohio. Braun Industries Purchase of two Class One Ambulances ($ 265,133.52 ea) $ 530,267.04 Optional upgrade to F -550 chassis adds 1,500 lbs capacity ($1,242 ea) $ 2,484.00 Total $ 532,751.04 Note: In addition to the purchase of the ambulances, communications outfitting is needed, some of which will be removed from existing vehicles. Additional funds in the amount of $11,250.00 have been set aside within the budget for communication outfitting. Any additional outfitting or customization will require separate funding. Section 3.08.290 of the Orange Municipal Code states any agreement involving the acquisition of materials, supplies, or equipment may be entered into with another government entity through cooperative purchasing provisions. Braun Industries will deliver the two ambulances through the HGACBuy CPA for $532,751.04, which includes tax and freight. Total Expenditure $ 532.751.04 The Fire Department vehicles to be replaced are unit numbers 1494 and 1495. 8.
