1. SUBJECT
Quitclaim of an old Santa Ana Irrigation Company (S.A.V.I.) easement at 1538 E. Santa Ana
Canyon Road.
2. SUMMARY
This S.A.V.I. easement has been abandoned for many years and has been offered to the property
owners for their private use.
3. RECOMMENDED ACTION
Authorize the Mayor and City Clerk to execute a Quitclaim Deed to Sayuri and Lissette Gomez,
for the S.A.V.I. easement located at 1538 E. Santa Ana Canyon Road.
4. FISCAL IMPACT
No fiscal impact.

7. DISCUSSION and BACKGROUND
The S.A.V.I. Company was formed in 1877 to convey water to serve the farmers of Orange and
surrounding communities. In 1975 the company was dissolved and its interests were conveyed
to the City of Orange. There are approximately 283,370 linear feet (53.67 miles) of known
S.A.V.I. pipelines in Orange. Some of the larger pipelines have been incorporated into our
present storm drain system. The Public Works Department has reviewed the S.A.V.I. system to
determine which portions could be reused for future storm drain projects and prepared a list of
facilities deemed to be "no longer needed ". It has been past policy of the City to quitclaim
unneeded pipelines and easements to the underlying property owner when requested.
The S.A.V.I. easement at 1538 E. Santa Ana Canyon Road is listed as no longer needed for City
purposes and will not be needed in the future. The owners of the property, Sayuri and Lissette
Gomez, have requested the quitclaim of the S.A.V.I. easement.
