SUBJECT Award of Contract - Bid No. 145 -12; Reservoir No. 5 Rehabilitation (W -669). 2. SUMMARY Five (5) bids for Reservoir No. 5 Rehabilitation Project were received and opened on September 18, 2014. The apparent low bidder is Advanced Industrial Services, Inc. 3. RECOMMENDED ACTION 1. Authorize the appropriation of $42,000.00 from the Water Fund Unreserved Fund Balance to Account No. 600.8041.56440.18302, Reservoir Recoating. 2. Award a contract in the amount of $832,590.00 to Advanced Industrial Services, Inc. and authorize the Mayor and City Clerk to ex ecute the necessary documents on behalf of the City. 4. FISCAL IMPACT After appropriation, funds will be available to cover the cost as follows: 600.8041.56440.18302 Reservoir Recoating $ 833,229.64 5. DISCUSSION and BACKGROUND Reservoir No. 5 is a five million gallon welded steel potable water storage tank located in a residential area in the eastern foothills of Orange, and has been serving its surrounding area continuously since its construction in 1968. Recent site studies and evaluations identified the tank as being in need of rehabilitation to inhibit corrosion and preserve the tank structure in accordance with the current codes and industry standards. The scope of work for this project will include complete removal and recoating of the reservoir's interior and exterior surfaces, replace existing deteriorated cathodic protection system and to modify miscellaneous items on the outside of the reservoir to enhance safety. On August 12, 2014, the City Council approved advertisement for bid. The bids were received and opened on September 18, 2014. Five (5) bidders responded as follows: CONTRACTOR AMOUNT 1 Advanced Industrial Services, Inc. $756,900.00 2 Cor -Ray Painting Co. $858,495.00 3 Blastco, Inc. $970,650.00 4 Pacific Titan, Inc. $1,064,844.00 5 J. Colon Coatings, Inc. $1,340,300.00 Staff requests a 10% contingency be added to the bid amount bringing the total contract amount to $832,590.00. Staff has conducted a license and reference check on the lowest bidder, Advanced Industrial Services, Inc. All reference agencies and companies contacted provided positive feedback and good reviews. The project is exempt from the California Environmental Quality Act (CEQA) under CEQA Guidelines Section 15301 (Class 1- Minor Alteration to Existing Facilities) because it involves maintenance of an existing City reservoir, involving negligible to no expansion of its existing use or capacity.
