SUBJECT Award of contract for Bid No. 145 -16, SP -3887; Roof Coating at Senior Center. 2. SUMMARY The bids for the Roof Coating at Senior Center were received and opened on September 18, 2014. Five (5) bidders responded to the Notice Inviting Bids. The apparent low bidder is Wiltshire Urethane Foam Company, of San Dimas, CA for $43,339.00. The Engineer's construction estimate was $45,000.00. 3. RECOMMENDED ACTION Award the contract in the amount of $43,339.00 to Wiltshire Urethane Foam Company, and authorize the Mayor and City Clerk to execute the necessary documents on behalf of the City. 4. FISCAL IMPACT Funds are budgeted in the Capital Improvement Program and are available in the following accounts: 500.5028.56020.30061 (Senior Center Roof Coating) $ 45,000 5. GENERAL PLAN IMPLEMENTATION Economic Development Element Goal 6.0 Provide sufficient infrastructure to support anticipated economic development and growth. Policy 6.2: Provide public improvements to support commercial, industrial and institutional uses. 17. DISCUSSION and BACKGROUND This project consists of roof coating of all areas of the Senior Center Building. The project scope will utilize an economical design alternative using a Polyurethane Foam Roof System that will remedy existing roof leaks and extend the life of the roof. At this time, this alternative is more cost effective than a complete removal and replacement of the existing roof system. The previous roof replacement was about fifteen years ago. Some signs of localized cracking and weathering are prompting this preventive measure of adding a coat of Polyurethane Foam. This application would extend the expected service life of roof by about fifteen years. Last year, staff considered including the Senior Center with the Civic Center Roof Coating Project that utilized a Fluid Applied Reinforced Roof System, however, upon further review it was determined that a different roof coating alternative would be more appropriate for the existing roof. The existing roof has no insulation and a thicker and stronger polyurethane foam coat will add badly needed insulation, remedy leaks by providing waterproofing, and strengthen the structure of the roof. The bid solicitation was advertised on August 28, 2014 for a period of three weeks, and bids were opened on September 18, 2014.
